    More changes needed in the Armenian Constitution, Paruyr Hayrikyan says

    The Armenian Constitution will turn 16 on June 5. `Every schoolboy
    should know that the Constitution lies in the basis of any national
    program,' President of the National Self-Determination Union Paruyr
    Hayrikyan told reporters today, adding, however, that due attention
    has not been paid to the Constitution throughout the history of its
    development.

    According to Hayrikyan, in 1995 the Constitution was written for the
    then authorities. `They wrote the Constitution for themselves."
    According to him, the President could dissolve the National Assembly
    any moment.

    However, the Basic Law was amended in 1998, and the President was
    deprived of the right to dissolve the Parliament arbitrarily. Another
    change, which is no less important, was that every citizen was granted
    the right to apply to the Constitutional Court.

    Despite a number of amendments have been implemented, Parutyr
    Hayrikyan says more changes are still necessary. According to him, the
    procedure of formation of the National Assembly should be
    strengthened. "Besides, there should be a clear division between the
    branches of power,' he said.
