    ANC LEADER'S CALL FOR COMMON AGENDA MAY APPLY TO ARMENIA'S AUTHORITIES

    Prosperous Armenia parliamentary group member Gurgen Arsenyan has
    stated that the proposal for a unification the Armenian National
    Congress (ANC) party Levon Ter-Petrosyan made at the ANC rally on
    March 1 may apply to Armenia's authorities as well.

    At the ANC rally, Ter-Petrosyan stated that certain representatives
    of the ruling circles, as well as big businessmen, are gradually
    growing inclined to think of radical reforms.

    "My personal opinion is that Armenia needs reforms, and the way it
    is now following is ineffective. Armenia needs an effective way,
    and Ter-Petropsyan proposed one of them," Arsenyan told Tert.am.

    He pointed out the need for common will.

    "And displaying common will applies to people responsible for
    Armenia's present and future. Ter-Petrosyan was not addressing only
    those present, but also the society, that is the people in power,"
    the MP added.

    As to the possibility of the authorities' involvement in drafting a
    common agenda, Arsenyan said that the authorities can be involved in
    this process if they want to and see the problems facing the country
    and the need to solve them.

    "The authorities can be the most efficient. The opposition assuming
    the authorities' functions is a way they have to pass if they can.

    That is, you can remain involved in this process, without getting
    any results," Arsenyan said.

    According to him, if Armenia's authorities are aware of their
    responsibility, they must make this step because the opposition has
    stated the need for changes.

    As to the possibility of all the opposition forces jointly discussing
    the issue of changes, Arsenyan said:

    "The authorities are acting reasonably. But if the authorities do
    not see the reality, this is a problem."

    "But both Levon Ter-Petrosyan and Serzh Sargsyan, and Gagik Tsarukyan
    and Gurgen Arsenyan and all the others are Armenia's citizens. And if
    we think of our country, we must take steps to end negative processes."
