    YEREVAN, JUNE 9, NOYAN TAPAN. The RA National Assembly on June
    9 discussed in first reading a bill, which has been submitted by
    representatives of the political coalition and envisages amendments
    and additions to the NA Rules of Procedure. According to the authors
    of the bill, the amendments and additions are aimed at enhancing the
    role and significance of the opposition and ensuring pluralism in
    discussion of NA legislative acts.

    In particular, it is proposed that the right to nominate candidates
    for the posts of chairmen and deputy chairmen of the NA standing
    committees be given to the factions. This right will be distributed
    to the factions on the day of convening the first session of the NA,
    according to the formula envisaged by law, which is based on the
    method used in various bodies in several countries and the Council
    of Europe. At present all NA deputies may propose candidates for
    the posts of the NA speaker and vice speakers, with the faction or
    political force which has the majority at the NA playing a decisive
    role in the issue of election.

    By another amendment, a stated number of members of the standing
    committee who have voted against a conclusion of the committee receive
    an opportunity to present their opinion in a co-report at the NA,
    which provides wide opportunities, especially to opposition deputies.

    The bill also envisages to provide the opposition factions with the
    opportunity to propose for discussion an issue, which they consider
    as special, at a sitting of every second 4-day session of a regular
    session period, and to have a priority right in putting questions to
    the government.

    During sittings of statements, it is envisaged to give the opposition
    and other factions the right to express their opinion alternately.

    The bill also contains a definition of an opposition faction,
    according to which "a faction is considered as an opposition one,
    if prior to approval of the program of the newly-formed government by
    the National Assembly, the head or secretary of the faction makes a
    statement about the faction's being an opposition one at a NA sitting
    and the given faction is not involved as member of the party or an
    alliance of parties making part of the newly-formed government".

    Unlike the representatives of the political coalition who assessed the
    political majority's desire to extend the rights of the minority as
    unprecedented, the members of the only opposition faction - "Heritage"
    said that the initiative neither proposes a complex solution nor
    solves the problems by the submitted text so the faction's vote will
    be conditioned by acceptance of their proposals in the future.
