    On March 31, at the Urbat press club, assessing the result of the
    PACE monitoring group session which took place on March 30, in the
    Spanish Valencia, the member of the Armenian National Congress (HAK)
    Hovhannes Igityan noted that no one is to win laurels for that result
    besides the speaker of the National Assemble Hovik Abrahamyan, the
    Prosecutor General Aghvan Hovsepyan, and the head of the Armenian
    delegation to PACE David Harutyunyan.

    In Valencia, the monitoring group registered a progress in Armenia's
    accomplishment of the PACE resolutions.

    Hovhannes Igityan went into details of what happened there in his
    opinion. He notes that when in January the PACE co-reporters arrived
    in Yerevan and met with the Prosecutor General Aghvan Hovsepyan,
    the letter told them that the law is bad and does not enable them to
    bring clear and grounded accusations against the detainees in March
    1 result. Then, according to Hovhannes Igityan, the co-reporters
    presented the complaint of the Prosecutor General to the speaker
    of the National Assemble, who promised to change the law. And David
    Harutyunyan made relevant amendments to the law in a short period,
    noted Hovhannes Igityan and added that the monitoring group registered
    some progress because of the aforesaid.

    Hovhannes Igityan noted that the amendments to the Articles 225
    and 300 of the Armenian Crime Code do not have anything in common
    with the political prisoners and with the democratic questions of
    Armenia. According to Igityan, all the questions in regard with the
    political prisoners, the freedom of the media, the freedom of holding
    rallies, as well as the question on the reveal of the responsibles for
    March 1 victims are still urgent in Armenia. Hovhannes Igityan noted
    that at the PACE April session, the voting rights of Armenia will not
    be suspended of course, but the resolution which will be adopted will
    be strict and will prove that these questions are still worrying.

    Hovhannes Igityan called everyone's attention to the fact that no
    step was made in Armenia in connection with the enhancement of the
    confidence towards the court system, which was demanded by the PACE
    resolutions. Moreover, Igityan noted that a new law has been adopted on
    the possibility of arming the law ushers and on the trail conduction
    in absence of the defendants. "Apparently, the next step will be the
    conduction of trials without lawyers," noted Hovhannes Igityan.
