    Various European non-governmental structures, public foundations
    have been engaged in the settlement of the Karabakh issue for many
    years: they have been trying to sow the societies with peace and
    tolerance, ideas and values to ease the settlement. For example, the
    representatives of those structures and foundations arrive in Armenia
    and try convincing the Armenian society that in order to settle the
    conflict we need to give something to Azerbaijan for it to calm down
    bringing peace to the Southern Caucasus. The reason why the Europeans
    work exceptionally with the Armenian society and try to convince it
    to concede something to Azerbaijan is incomprehensible.

    The effectiveness of the work of these European representatives
    is difficult to be assessed. But proceeding from the fact that the
    conflict is not settled and the societies do not exert pressure on the
    authorities to settle the conflict, we may probably presume that the
    European public initiatives are in vain. And it is natural because the
    societies, especially in the Caucasus, are used to judge by something
    "on hold". The Europeans had to have understood all this long ago.

    >From this point, we could give a small advice to them grounding it
    with a tangible example.

    The Serbian Radio and Television issued the information that
    the president of Serbia Boris Tadich agrees to see the Kosovo
    representative at the summit of the Balkan country leaders scheduled
    in March. Earlier, Tadich had refused the participation of the Kosovo
    representative. Which is the reason of Tadich's current effectiveness?

    The reason is the European Union. Better to say, the issue of becoming
    a member of it. Europe, in order to include Serbia in this structure,
    put the question of being loyal to Kosovo promising to Serbia an aid
    of many millions. And so the Serbian ice starts melting little by
    little. And perhaps, the day that Serbia can recognize the Kosovo
    independence is not that far.

    Here is an example of real impact. Therefore, we suggest that
    Europe, for the sake of peace in the Caucasus, begins negotiations
    with Azerbaijan over joining the European Union and as a condition
    nominates the requirement of reconciling with the independence of
    the Republic of Nagorno Karabakh. We, the Armenians, in principle,
    do not care whether Azerbaijan will reconcile or not, but since peace
    in Caucasus is so important for Europeans, judging by the example of
    Kosovo, they had better to take up the path of the Serbian "precedent"
    to achieve the result they want.
