    Armenian Foreign Minister Edward Nalbandian delivered a speech at
    the Diplomatic Academy in Vienna on March 2.

    "Armenia talks about peace while Azerbaijan propagandizes war, we
    propose reaching an agreement on non-use of force while Azerbaijan
    rejects this proposal and takes pride in the increase in its military
    budget," Nalbandian stated.

    "The international community calls on to reinforce ceasefire and
    to withdraw snipers from the contact line while Azerbaijan violates
    ceasefire hundreds of times over a week and carries out provocations
    on the contact line. The international community declares that the
    peaceful settlement has no alternative while Azerbaijan says that
    peaceful settlement doesn't mean non-use of force," the Armenian
    FM said.

    E. Nalbandian called on the international organizations and countries
    to support the efforts of OSCE Minsk Group co-chairs, to support
    continuation of the talks in the format of the international mandate
    in order to find a compromise solution.

    According to the Minister, Yerevan has accepted as a basis for
    negotiations the renewed proposals introduced in Saint Petersburg in
    June, in Astrakhan in October and in Moscow in December.

    "It means that Armenia's position is harmonious with the stance of the
    international community. While Azerbaijan constantly offers changes on
    a range of issues which have been coordinated long ago. It's strange
    that Baku tries to conceal its steps and blames Armenia for seeking to
    edit the coordinated elements while indeed it's just the contrary. The
    international community awaits a single exact answer from Azerbaijan
    - does Azerbaijan accept the proposals on the negotiating table? Yes
    or no," Nalbandian stressed.

    The Minister expressed the hope that in Sochi Azerbaijan will be
    realistic and will show political will needed for progress in the
    process of Nagorno Karabakh settlement.
