    /We could start this interview with the words "as we were saying
    yesterday", just like Fray Luis de Leon did as he began his first
    lecture upon his return to the academic environment, following //four
    years' imprisonment./

    //

    /Mr. Eduardo Eurnekian has kindly agreed to receive me again and take
    up our conversation, this time to talk about Armenia. Among other
    matters, it becomes of particular interest his opinion on the latest
    events concerning Eastern regional unrest as well as on the recent
    pronouncement of Judge Oyarbide./

    ·*Going through everything you have done in and for Armenia, I
    remember with pride and satisfaction that you were given the
    "Sardarabad's man of the year" award in 2000, in recognition of your
    many and significant contributions to the Armenian National Fund and
    the Armenian National TV Station in order to keep pace with the
    changing times, following the declaration of independence.
    Additionally, you were the one to kindly take on your private plane
    the gift of a sacred relic of St. Gregory the Illuminator from the
    Vatican to Armenia, a most memorable event. That time, as you arrived
    in Yerevan and before former President Robert Kocharian, you decided
    to assume full commitment to support the modernization project of the
    Zvartnotz airport.*

    **

    *Ever since the year 2000, we all have seen you engage in a wide range
    of new and important undertakings, all of crucial importance to the
    sustained and integral development of Armenia*:*i.e. the Zvartnotz
    Airport, Tierras de Armenia, Converse Bank, the Postal Office, the
    Echmiadzin school which was named in loving memory of your parents . .
    . and when we thought we had seen it all, you now bring up the "One
    Laptop per Child" project, intended to provide laptop computers to
    elementary schools in Karabakh and connect them to the Internet
    through wireless networks to be installed in their facilities.*

    **

    *All these actions are of paramount importance, but those who know you
    well are sure it is most probably that you will bring something new up
    to surprise us all again. Would that be possible ?*

    It all depends on general circumstances . . . the recent pronouncement
    of Judge Oyarbide encompasses a wide range of possibilities as well as
    a whole new scenario for all Armenian people: firstly, the
    recognition of the Armenian Genocide and its fatal consequences during
    the tragic period between 1915 and 1923 is an historic event. As I
    said, this has occurred quite recently (April 6, 2011) and one should
    now look into such statement carefully and thoroughly. Nevertheless,
    at this point one could envisage the alternative of reconstructing the
    past of each family in order to advance the corresponding rights
    reparation processes.

    At the same time it is of crucial importance that both Governments can
    solve their differences through natural diplomatic channels, free from
    the pressure of individual claims which will be settled through proper
    judicial means.

    ·*For Armenia, this represents a quite important and unique situation
    before the world from the economic or commercial point of view as it
    is an opportunity to gain access to new international markets. Do you
    agree ?*

    A conflict of this kind cannot last indefinitely. Turkey and Armenia
    are neighbor countries with no territorial conflicts. Borders have
    already been delimited -- our history has done so, it is our past and
    our present.

    Contemporary communication dynamics in the digital age facilitates the
    exchange of information across countries, beyond any physical or
    political border. Likewise, it is feasible that one day Mount Ararat
    will become a link between Armenia and Turkey. Along with the
    emotional value it carries, it will be then recognized as a symbol of
    solidarity and brotherhood between countries.

    ·*Now that you mention Mount Ararat and considering Tierras de Armenia
    is quite close to that valley, please tell us how wine production is
    going on.*

    We are quite satisfied with the results. Last year we produced an
    exceptionally good wine, and we will do the same this year. Indeed,
    it is a sensational wine (he says like missing the familiar taste . .
    .). We are pretty much happy with the results obtained at Tierras de
    Armenia.

    If we take into account that Armenia is the oldest wine producing
    region of the world, like archaeologists have confirmed, it is
    perfectly feasible that that same land will grow the best possible
    grapevines !

    ·*In order to obtain first quality wines one should think of a huge
    investment. You identified the opportunity, the niche in the market
    and performed accordingly . . . I personally believe that Armenia --
    after having become independent -- would not have achieved so
    important goals without an investor and an entrepreneur of high caliber.*

    Well, Armenian people are quite lively and dynamic individuals . . .

    *·****Which name did you give your wines?*

    We have not named them yet . . . we are currently looking for the
    proper name to crown excellence. We have a very good Syrah and
    Chardonnay. Also, there is a Tannat. I personally prefer the Syrah.

    *·****Is the Syrah a new local option ?*

    Actually, it is quite an old grape variety in the region.

    *·****Do you mean that it could be shortly enjoyed by Armenians and
    may be also in Argentina . . . ?*

    **

    In Argentina there are already excellent wines. Nevertheless, it
    could be interesting to have the opportunity of tasting the wine from
    the best of Homeland's vineyards. Why not ? It is perfectly possible.

    *·****Is there any news regarding the new Zvartnotz Airport Terminal
    you would like to share with us?*

    **

    The new terminal will open next August 9^th . The old circular
    building will be transformed into a business center and we are already
    working on it. The next objective will be the construction of a hotel
    within the airport's area.

    The creation of a free trade zone is also in our plans.

    Next May 25^th , a cooling room will be inaugurated. This is a
    refrigerated warehouse that will enable exporters to store mainly food
    products (fruits and vegetables). This facility will enable the local
    farmer to properly stock merchandise, sell at a fair price regardless
    of harvest time, and be in a stronger bargaining position with traders.

    This way the local farmer will obtain more price stability,
    merchandise will be perfectly protected and, consequently, he will
    receive a better compensation for his efforts and investment.

    This is another of our objectives we have been able to attain.

    ·***How will it be operated ? Shall farmers (either small or large)
    have direct access to this cooling room or should they go through a
    Central Distribution Market ?*

    Farmers will have direct access to the cooling room to store either
    part or all of their production. They will have the option of
    obtaining a bank loan and, once they have sold their products after
    two or three months, the bank will be reimbursed and the farmer will
    keep the difference. This is basically a financial mechanism.

    ·*Are Armenian people culturally prepared to adopt such new commercial
    and financial practices ?*

    We have repeatedly been addressing this matter locally. I mean, we
    have constantly been advising about the convenience of standardizing
    products and working on the improvement of packaging resources. We
    basically foster production optimization solutions and continuous
    improvement processes in order to meet international quality standards.

    It is most probable that following this first stage, major production
    volumes will be required.

    ·*What do you mean by standardizing products ?*

    It refers to the capacity of developing technical standards for single
    and small scale producers to be followed in order to obtain similar
    results: i.e. several independent farmers grow the same kind of
    onions, obtaining the same quality, size, weight, color, taste, etc.

    ·*No doubt this will provide a broad range of opportunities that local
    people must have never dreamt of . . .*

    That is correct. Presently, the small farmer only supplies local
    market needs. We want them to consider the alternative of expanding
    internationally. This requires both financial sources and a thorough
    understanding of the stages preceding new products introduction in the
    international arena.

    *·****Lately, we have read a lot on rural tourism as a key source of
    income for Armenia. What is your perspective on this matter ?*

    **

    Armenia is a small country that counts with a good road
    infrastructure. It is accessible and this has a positive impact on
    private investment.

    In this sense, the priority should be to encourage the establishment
    of the hotel and travel industry.

    To start talking about tourism one must think of hotels with the
    capacity to provide not only accommodation but quality services no
    matter their size. These are basic conditions to fulfill and I am
    sure they could be developed in the medium term.

    Armenia is already paving the way for sustainable growth for which all
    sectors must get aligned in order to obtain a positive outcome of
    their combined efforts. Absolutely all players should be aware that
    social reconstruction and political reorganization processes are
    issues of key relevance for the future of the country.

    Armenia should learn the lesson from Northern Africa's latest events.
    There are two inseparable and codependent elements in modern political
    systems: that is, the preservation of democracy and a firm and
    principled stand against all forms of corruption.

    If Armenia seriously seeks to integrate into the international
    community, it will have to deepen its democratic culture and develop
    coordinated mechanisms to combat corruption effectively to preserve
    the system in all possible aspects.

    Fight against corruption also requires the transparency and
    predictability of regulatory rules, essential to attract the necessary
    resources to achieve the expected progress and stability as we plan
    for the future.

    By watching the example of those countries best positioned for
    success, Armenia should be able to distinguish itself from the current
    regional political and legal instability context.

    Armenia should firmly advance and strive for ethical growth, at the
    time it promotes and facilitates the cooperation among public
    institutions so that they can play an active role in support of the
    prevention, detection and prosecution of corrupt practices.

    Despite the fact that Armenia is perceived to have relatively low
    levels of corruption, the country should remain on guard against it.
    This is an inevitable challenge for those contributing to strengthen a
    government ruled by law.

    The country should take innovative measures through which the whole
    community could feel more comfortable, secure and protected. Armenia
    counts with talented and skillful administration members with a clear
    vision of the future, but they must also watch over subjects of
    paramount importance before a new world order.

    *·****The One Laptop per Child project to be implemented in Karabakh
    is a clear sign that you are particularly interested in future
    generations. Which is your opinion about the Karabakh peace process
    ? How do you see it ? Do you think there is a solution to their
    conflict ?*

    I trust both governments will be able to reach an agreement based on
    their mutual public undertaking to do so and on existing diplomatic
    mechanisms at hand. Also, it would be desirable that international
    efforts could join to facilitate and accelerate an acceptable solution
    to the conflict.

    *·****Which is your opinion on Armenian economic situation?*

    >From the economic standpoint, Armenia is just another competing
    country in the international arena.

    On one hand, Armenia should keep on working seriously on democracy
    consolidation as well as on the development of strategic
    anti-corruption measures in order to avoid corrosive collateral cycles.

    Provided those two main objectives are attained, Armenia will keep on
    progressing . . . open to the world.

    /We have received a clear and precise message from a man that has made
    enormous contributions to his Homeland. These are the comments from a
    businessman who counts with relevant moral and professional stature
    that enables him to analyze delicate and relevant issues such as
    corruption and social stability. Once again, I had the pleasure and
    honor of interviewing Mr. Eduardo Eurnekian./

    Esta nota podría iniciarse con el
    difundido "decíamos ayer" que inmortalizó
    el regreso de Fray Luis
    de León a los claustros universitarios
    luego de casi cuatro años de
    ausencia, como una manera de
    retomar la conversación iniciada
    con el Sr. Eduardo Eurnekian hace
    unos meses.
    Tal como habíamos quedado, el Sr.
    Eduardo Eurnekian tuvo la deferencia
    de recibirme nuevamente,
    esta vez para hablar de Armenia.
    Pero los acontecimientos de las
    últimas semanas en Oriente y la
    sentencia firme del juez Oyarbide
    son temas ineludibles de esta charla
    que se desarrolló de la siguiente
    manera:
    - Revisando todo lo que Usted ha
    hecho en y por Armenia, debo recordar
    con orgullo y satisfacción que en
    2000, Usted fue distinguido por
    SARDARABAD como ?Hombre del
    Año?. Dicha mención le fue otorgada
    teniendo en cuenta sus importantes
    contribuciones al Fondo Nacional
    ?Armenia? y la renovación de los equipos
    de la Televisión Nacional a fin de
    adecuarla a los tiempos modernos,
    tras la declaración de independencia
    ? A eso se sumó que ofreciera su
    avión particular para el traslado de las
    reliquias de San Gregorio El
    Iluminador desde el Vaticano hasta
    Armenia.
    A su regreso a Ereván, prácticamente
    al pie del avión en Zvartnótz,
    asume el compromiso de renovar el
    aeropuerto de Armenia con el entonces
    presidente Robert Kocharian.
    Desde el 2000 hasta el presente,
    hemos sido testigos de nuevos e importantes
    emprendimientos, todos con
    fuerte incidencia en el desarrollo de
    Armenia: el aeropuerto, Tierras de
    Armenia, el Converse Bank, el correo,
    la escuela de Echmiadzín que
    lleva el nombre de sus padres? y
    cuando creíamos que ya hab
    ía abarcado prácticamente
    todo, otra noticia que nos
    sorprende y satisface enormemente:
    el programa de
    una computadora por niño
    en Karabagh.
    Todo esto es muchísimo,
    pero conociéndolo, parece
    que su obra en Armenia
    no termina allí; que tal vez
    exista aún algo nuevo que
    nos sorprenda ¿Es así?
    - Eso va a depender de
    las circunstancias ? La reciente
    resolución del juez
    Oyarbide abre todo un mundo
    de posibilidades para los
    armenios: en primer lugar,
    estamos frente al reconocimiento
    histórico de los hechos
    y las consecuencias que
    afectaron a la población de
    Armenia durante ese período trágico (1915
    - 1923). Si bien hace muy pocos días
    asistimos a la lectura del fallo correspondiente
    (6 de abril de 2011) y el mismo
    deberá ser leído cuidadosamente y en profundidad,
    creo que en principio se puede
    vislumbrar la reconstrucción del pasado
    de cada familia y, a partir de allí, el avance
    hacia la reparación de sus derechos.
    Asimismo, es preciso que ambos
    Estados puedan dirimir sus diferencias en
    los ámbitos propicios y naturales, liberados
    de la carga de los reclamos individuales,
    los cuales podrán resolverse por la vía
    judicial.
    - Eso para Armenia es sumamente
    importante y conveniente desde el
    punto de vista económico, comercial y
    en concepto de apertura a nuevos mercados
    del mundo ¿Usted lo ve desde ese
    punto de vista?
    - Es que no cabe en mi imaginación
    que un conflicto de esta naturaleza pueda
    prolongarse en el tiempo.
    Armenia y Turquía son países vecinos
    y ha quedado excluida de toda discusi
    ón la hipótesis de conflicto por cuestiones
    territoriales. Las fronteras ya fueron
    delimitadas; lo ha hecho la historia. La
    historia es el pasado y es el ahora.
    Debido al constante avance de los
    sistemasdecomunicación, la interrelación
    de los vínculos globales supera cualquier
    frontera física ó política. En este sentido,
    cabe imaginar que un día el monte Ararat
    termine siendo nexo entre ambos países.
    Sumado al valor emotivo que tiene para
    los armenios, el mismo será reconocido
    como símbolo visible de hermandad y
    solidaridad entre pueblos.
    - Hablando del Ararat y dada la
    cercanía de los viñedos de ?Tierras de
    Armenia?, ubicados en el valle ¿cómo
    marcha la producción de los viñedos?
    - Estamos muy satisfechos. El año
    pasado produjimos un vino excepcional,
    que este año vamos a replicar. ¡Es un
    vino sensacional! (dice añorando un sabor
    que le debe ser muy familiar . . .).
    Estamos muy contentos con los
    resultados obtenidos en ?Tierras de
    Armenia?.
    Si Armenia es la madre de la
    vitivinicultura, donde se han rastreado
    viñedos que datan desde hace seis mil
    años . . . ¡es perfectamente posible que
    esa tierra propicie hoy los mejores vinos
    del mundo!
    -Para que de esa tierra salieran
    los mejores vinos del mundo hacía
    falta una inversión grande. Ud. vio esa
    posibilidad y esa necesidad, puso en
    marcha el proyecto, lo ejecutó ? y
    ahora se disfrutan los resultados.
    Personalmente, no creo que Armenia,
    luego de la independencia hubiera llegado
    sola a esa posición sin un inversor
    y un empresario que le diera ese
    impulso ?
    - Bueno, pero los armenios somos
    muy activos e inquietos ?
    - ¿Cómo se llama el vino? ¿Ya
    fue bautizado?
    - Aún no, pero seguimos buscando
    un nombre que dé un merecido marco a
    sus cepas. Es un Syrah y un Chardonnay
    muy bueno. Hay también un Tannat, pero
    personalmente le apuesto mucho al Syrah.
    - ¿El syrah es del paladar armenio
    o es nuevo para ellos?
    - En realidad, el syrah es una cepa
    muy vieja en la región.
    - Quiere decir que lo veremos
    pronto en las mesas de Armenia y tal
    vez de la Argentina?
    - A pesar de que aquí tenemos muy
    buenos vinos, puede ser interesante experimentar
    la expresión del terruño natal en
    estas tierras ¿Por qué no? Es muy
    posible.
    - ¿Tiene novedades sobre la nueva
    Terminal del aeropuerto Zvartnótz
    que quiera compartir con nuestros lectores?
    - Efectivamente, la nueva terminal
    se inaugurará el 9 de agosto próximo. Con
    respecto al viejo edificio circular, ya estamos
    convirtiéndolo en un centro de nego-

    cios y el paso siguiente será la construcci
    ón de un hotel en el aeropuerto.
    Posteriormente, se desarrollará la
    zona de libre comercio.
    El próximo 25 de mayo inauguraremos
    el ?cooling room?, un sector refrigerado
    en la zona de cargas para la exportaci
    ón de productos alimenticios (frutas y
    verduras). El propósito es que el agricultor
    local tenga la posibilidad de exportar
    sus productos y sostener sus precios en el
    tiempo, es decir, aún fuera del pico de
    zafra o cosecha.
    De esta manera, el productor lograr
    á precios más estables; va a estar más
    protegido y obtendrá mejor retribución
    por su trabajo y esfuerzo.
    Nosotros asumimos el compromiso
    de construir esta suerte de frigorífico, y
    hemos cumplido.
    - ¿Cómo se procede? ¿El productor
    -pequeño o grande- puede ir directamente
    al ?cooling room? o debe
    hacerlo a través de una especie de
    Mercado Central?
    - El productor podrá hacerlo directamente:
    podrá depositar parte o toda su
    producción en el ?cooling room?; obtener
    un crédito bancario, cobrar su mercadería
    y, cuando la venda, luego de dos o tres
    meses, el banco recupera su dinero y el
    productor se queda con la diferencia. En
    el fondo, se trata de un mecanismo financiero.
    - ¿La gente en Armenia está preparada
    para este concepto?
    - Desde hace tiempo venimos hablando
    en Armenia sobre este tema, sobre
    la necesidad de tipificar los productos y
    trabajar en un sistema de ?packaging? que
    tenga características satisfactorias a nivel
    de los mercados más exigentes. Se trabaja
    constantemente en este sentido, aspirando
    a una mejora continua en los estándares
    de calidad y funcionalidad.
    Luego de la puesta en marcha de
    este primer ?cooling room?, seguramente
    van a imponerse mayores volúmenes de
    producción en línea con los estándares
    internacionales por efecto de sinergia.
    - ¿Cuándo dice tipificar, a qué se
    refiere puntualmente?
    - Significa ajustar a una norma com
    ún el producto de distintos agricultores:
    por ejemplo, que todos cultiven un mismo
    tipo de cebolla, con idéntica calidad, tama-
    ño, sabor, peso, etc.
    - Esto le abre a Armenia un sinfín
    de posibilidades, que al pequeño productor
    antes no se le pasaría por la
    cabeza?
    - Sin duda, esto abre un sinfín de
    posibilidades. Hoy el agricultor pequeño
    está satisfaciendo la demanda del mercado
    interno. Queremos que el agricultor
    vea también las posibilidades de abastecer
    el mercado externo y eso requiere
    financiamiento, tener otra perspectiva de
    los negocios, salir a competir en la arena
    internacional.
    - Últimamente aparecieron muchas
    notas sobre el turismo rural como
    factor importante para el desarrollo de
    Armenia. ¿Qué piensa al respecto?
    - Armenia es un país chico, muy
    bien desarrollado desde el punto de vista
    de la infraestructura vial. Es accesible y
    evidentemente eso ayuda a la inversión.
    En primer lugar, hay que abrir una
    brecha, abrir el país a la inversión para que
    se instalen proyectos hoteleros de diversa
    escala (hoteles grandes, medianos y
    boutique).
    El turismo requiere hotelería adecuada,
    por lo cual la comodidad, el confort
    y la calidad de servicio son conceptos
    básicos a cumplimentar. Estoy seguro de
    que los recursos necesarios se desarrollar
    án en el mediano plazo.
    Armenia está en ese camino y es
    preciso seguir ordenando el país. Ordenar
    el país significa también ordenarlo políticamente.
    Armenia tiene que sacar conclusiones
    de los últimos acontecimientos vividos
    por los países del Norte de África.
    En los Estados modernos se imponen
    dos elementos inseparables: el libre
    ejercicio de la democracia y el combate
    contra la corrupción.
    Si Armenia seriamente quiere integrarse
    a la comunidad mundial, deberá
    seguir el camino de profundización democr
    ática al tiempo que forje actitudes
    más firmes frente a circunstancias que
    comprometan la seriedad del sistema en
    todos sus aspectos.
    La lucha contra la corrupción impone
    el establecimiento de un marco de
    previsibilidad en el país, sin el cual no se
    va a afincar la inversión necesaria en pos
    de la estabilidad y el progreso.
    Tomando el ejemplo de los países
    mejor posicionados, Armenia debe despegarse
    de la inestabilidad política y la
    imprevisibilidad jurídica de su entorno
    regional.
    Armenia debe marchar hacia una
    cultura de la ética, fortaleciendo sus instituciones
    a fin de que puedan cumplir un
    rol activo en cuanto a prevención, detecci
    ón y sanción de actuaciones irregulares.
    Si bien en términos relativos
    Armenia es uno de los países con menor
    índice de corrupción, el resguardo contra
    la misma constituye una misión y un
    desafío ineludible en favor del estado de
    derecho.
    Hay que establecer nuevas pautas
    en las que la sociedad se sienta más
    conforme y segura. El país tiene una
    administración inteligente, capaz, con
    buena visión de futuro, pero debe mantenerse
    en alerta constante frente a temas
    que resultan de crucial importancia ante la
    mirada del mundo.
    -Una de sus últimas obras, la de
    dotar a cada niño de Karabagh con un
    computadora, nos demuestra una firme
    apuesta al futuro. ¿Qué opinión le
    merece el proceso de paz en
    Karabagh? ¿Cómo lo ve? ¿Cree que
    es posible la solución?
    - Confío en las tratativas que se
    están llevando adelante. Ambos gobiernos
    se han comprometido reiteradamente
    a solucionar el conflicto. Hay mecanismos
    para ello. Luego es de esperar que
    el contexto internacional colabore a forjar
    una instancia de paz en la región lo
    antes posible.
    - ¿Cómo ve a Armenia desde el
    punto de vista económico?
    - Armenia desde el punto de vista
    económico es un competidor más dentro
    del concierto mundial de naciones. Su
    principal desafío es el resguardo de los
    valores democráticos y el desarrollo de
    una conciencia integral en cuanto al poder
    de destrucción que la corrupción
    ejerce en todos los órdenes de la vida de
    los Estados.
    En la medida que esos hechos se
    vayan dando y cumpliendo razonablemente,
    Armenia va a progresar cada día
    más, abierta al mundo.
    Claras y precisas, estas fueron
    las declaraciones del empresario, que
    tiene suficiente autoridad moral como
    para hablar de temas difíciles y
    preocupantes como la corrupción y la
    estabilidad social, ya que todos los días
    genera nuevas oportunidades de
    negocio en Armenia, y con ellas,
    contribuye a su desarrollo económico.
    Un orgullo y como siempre, un placer
    entrevistarlo.
