    AZERBAIJAN HAS LOWER LIVING STANDARDS THAN ARMENIA - RUSSIAN EXPERT

    Despite its rich resources and high Gross Domestic Product, Azerbaijan
    has lower living standards compared to Armenia, a Russian expert
    has said.

    Igor Shishkin, the deputy director of the CIS Institute, made the
    statement in an interview with the Russian radio station Golos Rosii,
    as he spoke about Azerbaijan's achievements in the past 20 years
    (since gaining independence).

    "Azerbaijan has really had high GDP records in the past 20 years.

    That's conditioned by the increased prices on power generating
    substances. But the living standards in the country are much lower than
    in Armenia which does not have such resources. So it is necessary to
    admit that the 20th anniversary of independence is not a happy period,"
    the expert said.

    Asked about the Russian-Azerbaijani relations further prospect, he
    pointed out to the existing problems, particularly, Azeri President
    Ilham Aliyev's unwillingness to attend the CIS Summit.

    "There are many problems in bilateral relations, one of them being
    known to everybody. It is Azerbaijani president's refusal to attend
    the CIS summit. Such public statement demonstrates that Azerbaijan
    is dissatisfied with Russia's position on the Karabakh conflict
    settlement," the expert said, adding that Azerbaijan probably expects
    Russia to settle the problem in its favor in order to become its
    good friend.

    Shishkin noted further that in the past decades Azerbaijan has been
    seeking foreign powers' assistance to resolve its own problems.

    "West, GUAM [Georgia, Ukraine, Azerbaijan, Moldova] and at the same
    time, CIS ... This comes to prove yet another time that Azerbaijan has
    not become accomplished as an independent state. That country keeps
    surviving thanks to assistance from Russia, Turkey and the West,"
    he added.
