    YEREVAN.- Nagorno-Karabakh is unlikely to participate in talks without
    Baku's consent, former Minsk Group Co-Chair Vladimir Kazimirov told
    Armenian News-NEWS.am.

    Karabakh's return to talks would be logical after the agreement on
    Madrid Principles is reached and the talks on final agreement are
    launched.

    Let alone other factors, Karabakh's suspension from talks has a
    psychological importance for Azerbaijan.

    `It is regarded as a kind of compensation for war failure. Other
    reasons are not convincing,' he said.

    Kazimirov recalled that the Budapest summit of the OSCE recognized
    Karabakh as a party to negotiations.

    `Let's wait till the meeting of foreign ministers in Paris. The
    situation in 2013 is not conductive to talks, while participation of
    Karabakh may therefore be another obstacle for their continuation.
    Clearly, it is hard to make forecasts,' Kazimirov concluded.
