Clans Fighting For Their Kind and Territory
The Russia-based Armenian tycoon Ruben Vardanyan who is trying to
implement the project of international school in Dilijan costing 550
million dollars, who has made other investments and is a benefactor,
was hosted in Xenia Sobchak's show on the Russian Dozhd TV and
answering her questions commented on the situation in Armenia.
Ruben Vardanyan described Armenia as a unitary state with a tough form
of governance based on clans. Vardanyan stated that he is reluctant to
be in the Armenian government, especially 10-15 years later, and he is
doing what he can and is trying to promote educational and charity
projects and institutionalize them. Vardanyan stated that he left
Armenia when he was 17 and now he is an emigrant who has no roots in
Armenia.
Ruben Vardanyan's statements are symptomatic against the parliamentary
hearing of the international school project in Dilijan. The government
has drafted a bill which provides tax and customs allowances for the
construction of the international school in Dilijan. The bill was
passed on first reading but there was a heated discussion, concerns
and doubts were expressed, including by the speaker.
It is clear that the problem was neither the school, nor educational
prospects. The problem is the balance of power in Armenia which is
rooted in capital. Ruben Vardanyan is `alien' capital which he admits.
In addition, he is `alien' not only physically but also by kind. He
gained his wealth in Russia without robbing Armenia. He is also a
businessman with a high level of intellect, a representative of
international business culture and mentality, he is competent in
global economic processes and tendencies.
The Armenian capitalists based in government are dwarfs in the direct
and indirect sense of the word, from both the physical and mental
point of view. They think that the capital which is `alien' both in
scope and kind feels free in Armenia will eventually contend to power.
This is the perception of life in Armenia. What is the point of having
money? If one has money, one must come to government, use one's powers
to protect the money and multiply it.
Apparently, Ruben Vardanyan is trying to reassure them that he is not
contending to the post of president of Armenia.
Of course, words will not be enough. After all, Vardanyan is smart,
very smart, it could be a ruse, he may deceive them and ... boom, the
Armenia-based capitalists may think.
However, the problem is not Ruben Vardanyan's honesty but the
framework and benchmarks within which economic ideas or projects are
implemented.
In Armenia Ruben Vardanyan encountered tough governance of clans,
perhaps not only over Dilijan School but also in other circumstances.
Perhaps he encountered the race between Robert Kocharyan and Serzh
Sargsyan, internal controversies at lower levels of the government
when he had to find a way out of the complicated situation to promote
a project.
And this is a man who is not very far from Armenia: he grew up in
Armenia, worked in Russia which has a lot of similarities with Armenia
in terms of civilization, values, relations. One can imagine what
others think of Armenia who are the product of other civilizations,
were born in the West, worked in the West and are close to the
Armenian reality.
For them it is not clans but a battle between people and aliens who
have settled down in these mountains and are trying to preserve their
identity and species, having no technological advantage over `people'.
It is hard to imagine the integration of Armenia. Armenia cannot
protect itself from hail but it is easy for Armenia to protect itself
from the world civilization. It takes some clans and they will do the
impossible.
At the same time, civilization differs from hail because it never
stops while clans have a beginning and an end. In addition, the more
aggressive they are, the closer their end is. And clans in Armenia are
aggressive not only towards the society and civilization but also one
another. And it means that the victory of civilization is inevitable
in Armenia.
It is a fact that they have the secret of longevity and know how to
survive without having international know-how, when there seems to be
no chance. For the time being, the only way of survival is an adequate
attitude to civilization. So, despite clans, the Armenian people will
eventually come to terms and the reality.
