    ARMENIA FACED WITH DANGEROUS "STATUS"

    Will Serzh Sargsyan Ask For Time Out Or Give New Guarantees?

    The agenda of Serzh Sargsyan's visit to Poland is tight. Poland is
    a special country for Armenia which has recently activated its ties
    probably due to the pro-Western course declared by official Yerevan.

    Poland is a bridge between Armenia and the West. After the collapse
    of the USSR, some other countries were likely to be a bridge, such
    as Baltic countries, later Saakashvili's Georgia, but Warsaw won the
    "competition". Polandis an economic leader of Eastern Europe and is
    one of the key countries.

    The Eurasian issue has pointed ends for Armenia. Prior to the visit to
    Poland, Serzh Sargsyan met with the secretary of the Russian National
    Security Council Nikolai Patrushev, and the results of a public survey
    conducted by the Eurasian Development Bank were released in Yerevan,
    according to which 61% of Armenians support the membership to the
    Eurasian Union. Evidently, Moscow exerted psychological pressure on
    Serzh Sargsyan before his visit to Poland.

    The Polish visit can be significant in terms of negotiations on the
    Association Agreement between Armenia and the European Union. Poland
    is a coordinator of the Eastern Partnership. Armenia is a member of
    it. Warsaw used to assess highly Armenia's participation in it.

    It is hard to tell what impact Patrushev's visit and the survey
    results will produce on the visit. The political outcome of the
    visit to Poland will be seen in the course of time, and the target
    is the Eastern Partnership summit to be held in November where the
    Association Agreement will be initialized.

    Will Serzh Sargsyan ask in Warsaw to prolong the initialization
    deadline or he will assume further commitments promising not to
    swindle Europe?

    There are already people who suspect that Armenia will swindle Europe
    in November. This thought is determined by the increasing Russian
    pressure on Armenia. At the same time, the fact that Moscow does not
    just order Armenia to join the Customs Union and the Eurasian Union
    means that it is not sure that Armenia will cede.

    But these suspicions of Moscow are not determined by the strong will,
    determinateness and devotion of the government of Armenia, but by
    the Western cassock on Armenia. It is quite strong which is proven
    by open statements of Western diplomats accredited in Armenia. In
    this context, the interview of the ambassador of Poland to Armenia
    was interesting. During the election, after the attempt on Paruyr
    Hairikyan's life, the ambassador made some blunt and courageous
    statements about Armenia's security system which, as we know, is under
    Russian patronage. For his part, the U.S. ambassador has recently
    said that the government should not intervene in the IT sphere and
    hinder its development.

    The West has not opened its cards to surrender, and Russia knows that.

    It understands also the West's global advantage over it. Since
    Armenia is not just a nominal country but part of broader geopolitical
    planning, the fight for influence on it acquires a global significance,
    where the West has advantages.

    The situation is equivocal for Armenia. On the other hand, challenges
    of globalization intensify; on the other hand, there appear to be
    good opportunities for improvement in Armenia.

    It is obvious, however, that the ruling elite in Armenia are unable
    to use the opportunities and change the country. In this regard,
    the so-called opposition is not any better which has displayed its
    inadequacy to important internal and external realities.

    Armenia needs to change the elites otherwise the state, instead
    of being a user, will become the one used, let alone the dangerous
    "status" of a country impeding geopolitical reformation with such
    abundance of economic and political opportunities for Armenia.
