    JOSTLE AHEAD OF PAP'S RETURN

    As expected, after the developments relating to the PAP, the problem
    of the opposition is spotlighted. The PAP looks like a giant barrier.

    Yesterday the Armenian National Congress called a rally to announce
    that they are the only opposition. In his speech Levon Ter-Petrosyan
    even teased the others: the Founding Parliament, Nikol Pashinyan,
    attempts to form a "united opposition". He said the ANC will not
    call rallies by April 24 and will "give" this time to the others to
    observe how they succeed with change of government.

    One of Nikol Pashinyan's brothers-in-arms had announced prior to
    the rally that the Civil Agreement and Nikol Pashinyan are the only
    opposition.

    The Founding Parliament noted for its part that they are the only
    opposition, and the others are rotating around the government. Many
    other forces contending for opposition think so.

    The government announces that they will try to form a constructive,
    serious opposition. PAP will most probable returned to the opposition
    after formatting.

    In fact, a serious jostle is taking place in the empty field of the
    opposition, in which everyone is participating. There is no doubt that
    it will become stronger on the eve of formation of government. And
    the problem is not the ideological and political disagreement but the
    vicious practice established within two decades which has established
    in the Armenian politics the phenomenon of "usurpation" and ignoring
    of constitutional mechanisms.

    The Armenian opposition has not been able to step outside of this
    phenomenon, which indicates dependence on the economic and political
    system and a primitive methodology of the "political race".

    The Armenian National Congress is a vivid example. After the
    developments of 2008 this party entered into deals with different
    segments of the system, ensuring a presence in the National Assembly.

    Now the behavior of the ANC prompts that in the new situation it is
    trying to enter into new deals with the system, offering in return for
    this the status of "the only opposition" and the role that emanates
    from this status.

    This explains Ter-Petrosyan's sarcastic speech on the other forces.

    Perhaps it is impossible to imagine a force that is in a more
    ridiculous situation than the ANC. However, it is possible that the
    other forces which proclaim themselves "the only real opposition"
    have such motivation.

    So far there is no opposition in Armenia as long as the political
    forces are within the frames of the "usurpation scheme". The purpose
    of this scheme is to establish one's irreplaceable role in the
    field, entering into a deal with the system and reserving presence
    in the government bodies. Since the constitutional norms on forming
    government are not exercised, the only opportunity is the deal (the
    other opportunity is the coup).

    It seems clear that one has to work towards establishing constitutional
    order to change the situation. This is a complicated thing,
    considering the objective and subjective aspects of the current
    Armenian reality. On the other hand, as long as the Constitution is
    not exercised, the alternative is deals or attempts at a coup. Here
    is a vicious circle and, on the other hand, an endless field for
    activities. The problem of the Armenian opposition is in this field.

    But who would go there?

    For the time being, the jostle will continue and grow tougher,
    especially that PAP may be returned to the "opposition field" with
    new quotas.
