ArmInfo. General background of the Karabakh process has changed in
favor of Armenia since the final declaration of the OSCE Summit
in Astana does not even mention Nagorny Karabakh and the joint
statement was adopted by the OSCE MG Co-Chairs and presidents of
Armenia and Azerbaijan, Gagik Haroutiunyan, Director of Noravank
Scientific Research Foundation, told media commenting on the results
of the OSCE Summit in Astana.

Increase of Russia's role in the negotiation process and the principal
stance of Armenia strengthened Armenia's positions in the Karabakh
process. That stance was reflected in President Serzh Sargsyan's speech
at Chatham House, during the military exercises in Nagorny Karabakh
and at the OSCE Summit in Astana, he said. Haroutiunyan believes that
the Armenian party has demonstrated decisiveness over the last year by
showing that any threats of military resolution to the conflict have
no perspectives. In fact, Azerbaijan has found itself in a deadlock,
which makes Aliyev to retreat.

The OSCE Summit in Astana on December 1 - 2 was the first summit
over the last 11 years. Leaders of 28 OSCE member-states attended the
Summit and discussed the Karabakh process alongside with other issues.

On the occasion of the OSCE Summit in Astana, a Joint Statement by
the Heads of Delegation of the OSCE Minsk Group Co-Chair Countries
and the Presidents of Azerbaijan and Armenia was adopted. The three
OSCE Co-Chair countries pledged their support for the Presidents of
Azerbaijan and Armenia as they make the necessary decisions to reach a
peaceful settlement. They urged the leaders ofArmenia and Azerbaijan
to focus with renewed energy on the issues that still remain in the
Basic Principles, and instructed their Co-Chairs to continue to work
with the parties to the conflict to assist in these efforts.
