The National Assembly is discussing the interpellation of the ANC
parliamentary group. Levon Zurabyan of ANC presented the interpellation
which is entitled "Ubiquitous and Systemized Corruption".

Zurabyan noted that in Armenia corruption is systemic and forms a
pyramid with high-ranking officials on top. The ANC states that the
government does not tax its relatives and oligarchs duly. Instead,
small businesses are hustled. According to the ANC, the annual damage
to the public budget is 1.7-1.8 billion dollars.

Based on serious international surveys, the ANC has found that the
annual damage to the Armenian economy is 2.5 million dollars. The
interpellation also stated that the prime minister's income from his
offshore account is 1,667,000 dollars.

According to the interpellation, annually 700,000 dollars is stolen
from the budget expenses. Zorabyan notes that due to the government's
favoritism Armavia avoided taxes in the amount of 7,035,000,000 drams.

The interpellation also dwells on corruption risks in public
procurement. Seven high-ranking officials are mentioned whose
declarations do not reflect their real income: Serzh Sargsyan, Tigran
Sargsyan, Gagik Khachatryan, Armen Gevorgyan, Taron Margaryan, Surik
Khachatryan, Aghvan Hovsepyan.

Levon Zurabyan said the government's response indicates that the
members of government did not have answers to most questions. He
described the government's legal and economic answers as illiterate.

In regard to the interpellation relating to the offshore scandal
the government said the relevant bodies of Cyprus are busy therefore
clarifications are delayed.
