    RA POLICE MAINLY DO NOT AGREE TO CONCLUSION OF PUBLIC MONITORING GROUP IN PLACES OF KEEPING ARRESTED PEOPLE IN ITS SYSTEM

    YEREVAN, APRIL 17, NOYAN TAPAN. The report of study of public
    monitoring group in places of keeping arrested people in RA Police
    system was presented to the public on April 17. The group was formed
    in 2006 March by the order of Chief of RA Police Hayk Haroutiunian,
    observers representing 11 NGOs were involved in it.

    According to group's observation, in the period under review they
    learnt about three cases of beating people in places of arrest:
    in their words, many signals were received on beating them, but the
    people who were beaten do not publicize this. In observers' words,
    cases of beating of people in places of their arrest reduced and
    moved to police stations. So, the monitoring group considers that
    they should also extend their powers and give them a possibility to
    visit police stations, too.

    The observers consider that the sum envisaged for three meals of
    arrested people, 450 drams, should be reconsidered and increased.

    Karen Mehrabian, Deputy Head of Department on Observation of Public
    Order of RA Police, in general positively estimated conducting of
    studies, but mostly did not agree to the arguments brought. Moreover,
    in his words, there is a necessity to raise the professionalism
    of monitoring group, in particular, in the respect of knowledge
    of legislative field. In his words, the group demanding powers of
    entering police stations exceeds its powers, it demands powers of
    Prosecutor's Office: preliminary investigation is secret and should
    not be available to any person.
