    Transport communication problem serious in Armenian-Russian relations


    YEREVAN, August 24. /ARKA/. The transport communication problem is
    one of the complicated issues of Armenian-Russian relations, Head of
    the Caucasus Department, the CIS Institute, Mikhail Alexandrov
    stated in his interview to kreml.org.

    Since Russia has bad relations with Georgia, it had to close some
    transit points in its territory, through which cargoes for Armenia
    were transported as well. `Armenia expressed its discontent, and
    Russia has implemented the Caucasus-Poti project, and this route is
    used for the transportation of cargoes from Russia to Armenia. That
    is, we satisfied the Armenian sides' wish, but we cannot allow free
    transit through Georgia, and the Armenian side must realize it,'
    Alexandrov said.

    Speaking of some high-tech enterprises transferred to Russia against
    Armenia's national debt, he pointed out that not only Russia, but
    also Armenia are responsible.

    `Russia's fault is that, since our country has no industry
    development policy, the Government does not know the way of
    efficiently operating the enterprises. They do not even know how to
    efficiently operate numerous Russian companies. This is a malady of
    our state which is liable to ideological dogmas of liberal
    monetarism: the private sector itself must do everything,' the expert
    said.

    According to him, this is a `primitive approach of lazy boys, who
    think that the market will resolve all the problems, while they are
    sitting and goofing off.' `But this is not practiced anywhere. We
    must work actively, elaborate projects that will help us to use the
