    The Armenian delegation led by Aram Gaspar Sargsyan has just returned
    from Russia where the civil society and political activists and
    members of parliament of Armenia, Azerbaijan and Nagorno-Karabakh
    met in the framework of the Dartmouth conference. On December 14 Aram
    Gaspar Sargsyan held a news conference and said that the meeting was
    regress, mainly because the Azerbaijani delegation has changed its
    stance on the framework agreement which had been worked out in the
    previous meetings and included a peace settlement of the conflict.

    Aram Sargsyan says there is no political resolution and it is possible
    to solve the conflict only through a peace process. However, 90 percent
    of the members of the Azerbaijani delegation have been replaced,
    and their stance has become tougher, which is now based on the new
    proposals by the OSCE Minsk Group co-chairs offered during the OSCE
    conference in Madrid, which include return of territories without
    defining the status of Karabakh, according to Aram Gaspar Sargsyan.

    "The document about which Mr. Oskanyan was so delighted for whatever
    reason only included the right for self-determination, the right
    of the people for self-determination. If this is our greatest
    achievement, I think it is not appropriate for the winner," says
    Aram Gaspar Sargsyan. He thinks in this case Armenia should reject
    the talks mediated by the OSCE Minsk Group because the options
    under consideration are not pro-Armenian and are unacceptable. "No
    territory can be returned for the simple reason that the Azerbaijanis
    are reluctant to discuss the issue of the territories with regard to
    the Armenian territories," Aram Sargsyan says, adding that they have
    brought up the issue of Nakhidjevan for several times in the meetings
    in Moscow.
