    Today the agreement about the construction of the railway
    Kars-Akhalqalaq-Tbilisi-Baku will be signed in Tbilisi with the
    participation of Georgian President Michael Sahakashvili, Turkish
    Prime Minister Reel Tanya Erdogan and Azeri President Ilham Aliev.

    Official Yerevan treats the construction of the railway bypassing
    Armenia negatively. Economist Edward Aghajanov considers it negative
    too.

    - It is really too bad. Factually, we are left out of all the regional
    projects. It is really very dangerous, as if we want to be integrated
    into the world, we must first be integrated into our own region.

    - The US Congress has prohibited the Government the financially assist
    the construction of this railway.

    But that did not hinder the construction. Why do you think the USA
    did not hinder it?

    - The USA could not hinder the construction as it is the business
    of sovereign countries. That is, Turkey, Georgia and Azerbaijan are
    independent countries which have decided to construct a railway. It
    is ridiculous to think that the USA could hinder them.

    - How will the construction of the railway affect the economy of
    Armenia?

    - It will naturally harm our economy. The opening of the railway
    Kars-Gyumri would be a serious impetus to the development of our
    economy as Armenia would become a transitional country for everyone,
    even for Russia.

    With the construction of this one, Kars-Gyumri won't be interesting for
    anyway. Factually, we are deprived of the chance to be a transitional
    country.

    - It this another act of blockade against Armenia?

    - It is not blockading. It is our final outcasting from the regional
    projects. That is the most dangerous thing. It is noteworthy that
    it's the policy of Azerbaijan.

    - Now what shall Armenia do?

    - Armenia must have an active policy, and not a passive one. Factually,
    we answered challenges instead of being active and diplomatically
    aggressive. That it why this situation was created.
