    OSCE LEFT OUT KARABAKH FROM TALKS

    In a recent news conference in Yerevan Arman Melikian, adviser to NKR
    president on external relations, said the Nagorno-Karabakh issue is a
    geopolitical issue rather than a dispute between two countries. At the
    same time, he said the recent visit of the OSCE Minsk Group co-chairs
    did not add anything new to the process. `The OSCE Minsk Group is also
    to blame that Karabakh is not taking part in the talks, which decided
    for whatever reason that it is easier to reach agreement with the
    leaders of Armenia and Azerbaijan and release the results for
    Karabakh. We do not accept this,' said Arman Melikian. He also said
    there are no controversies between Armenia and NKR on the principles
    of settlement. `Status is the core issue, which denies everything
    except independence. There is another underlying issue, the fate of
    the Armenian refugees whom they never remember,' said the foreign
    adviser to NKR president.
