ANJEY KASPRSHIK: "POSITION OF AZERBAIJAN AND ARMENIA ARE NOW AGREEING, HOWEVER, NOT RESPECTING TO ALL ISSUES"

"One of my duties is to inform OSCE chairman concerning situation in
Nagorni Garabagh. Thus, I always bring to his notice existing situation
relating to talks on Nagorni Garabagh. Once in two months I prepare
report and present it to all OSCE members". Special representative of
OSCE chairman, Anjey Kasprshik, declared it. He stated that in near
future chairman of the said structure, Hose Angel Moratinos, will visit
the region and necessary works are carried out for this. Accordingly
to A. Kasprshik consultations attended by OSCE Minsk Group co-chairs
will soon be held in Paris in order to appoint the date of meeting
of Ministers of Foreign Affairs of Azerbaijan and Armenia: "In the
course of consultations our further steps will be defined and issues
concerning Mamadyarov and Oskanyan".
Accordingly to special representative of OSCE head, meeting of the
ministers of foreign affairs in some way represents preparation
for the meeting of presidents of both states: "However it is not
the final object. In the course of meeting of Elmar Mamadyarov and
Vardan Oskanyan discussion of further steps, which will enable to
develop talk process, will be held. Meeting of the presidents will
be held when both parties feel necessity in it. But one can't be
absolutely convinced that after meeting of two ministers of foreign
affairs meeting of presidents will follow. Last year 3 meetings of
presidents of both states were held, but ministers of foreign affairs
met more frequently".
Following A. Kasprshik if agreement is not reached relating to any
issue it means there is no real results: "Elements of agreement
represent somewhat subjective opinion of each co-chair. At the same
time all co-chairs hold that if no agreement is reached regarding
any issue, real approaching to solving Nagorni Garbagh issue is out
of question. Today positions of parties are agreeing in some way
however it does not concern all issues. I hope that next meeting of
ministers of foreign affairs of Azerbaijan and Armenia will enable
to make solving of this problem closer".
