As it regards the settlement of the Karabakh issue, the year 2007 will
be like 2006, but from the view of passive political processes. `We
are approaching an active election period ` the parliamentary
elections in 2007 and presidential ones in 2008,' says Alexander
Manasyan, Head of the Philosophy and Logics Chair of the Yerevan State
University.
Nevertheless, nothing can be definitely asserted. According to him,
making predictions in politics is not a thankful thing in some
sense. `We are preparing for elections, Azerbaijan is also busy, but
the interested parties may give a surprise¦ It's hard to predict,'
says Alexander Manasaryan.
At the end of the last year President Kocharyan said in an interview
that in the pre-election period the talks on the Karabakh conflict
settlement will be passive. Is this factor connected only with
elections or there is a more global political nuance? In Alexander
Manasaryan's opinion, it's connected also with the way of action of
the Armenian side. `That means that at certain periods we are made to
get engaged in the issue more urgently, but now there is an objective
opportunity not to hurry,' he said.
Another statement was made by Ilham Aliyev, the President of
Azerbaijan. He said he will never recognize the independence of
Nagorno Karabakh. Is this is statement for internal consumption or it
is close to reality? `I think, of course, that it was said for
internal consumption, but this statement reflects the main direction
of their foreign policy. However, this year the statement is made for
the President's image. Those in Azerbaijan have all grounds to think
so, if we take into consideration their success in the propaganda and
in European structures. They have a certain strategy, there are
continuing to reinforce their positions, Azerbaijani resolutions are
being put into circulation and the minds of the international
community are being imposed to accept these, thus forming their
strategy at this point,' Alexander Manasaryan considers.
To what extent is it realistic now to anticipate the participation of
Artsakh in the negotiations? `Among other things it depends on the
policy of Armenia. If we take decisive steps in this direction and
make our stances convincing, it can be possible,' he says.
In the talks Armenia assumes the function of Nagorno Karabakh as well,
and this approach, according to Alexander Manasaryan, should be
softened.
