    ARMENIA - BY THE CRITERIA ON EFFICIENCY OF STATE GOVERNMENT

    The World Bank Has Conducted A Research Based On Six Criteria

    On June 11 the World Bank published its "The criteria on efficiency of
    state government in the countries of the world from 1996 to 2006"
    report. It concerns to 212 countries and regions. Taking into account
    six main criteria the World Bank researchers make up conclusions about
    the recorded progresses or regresses in the above-mentioned countries
    in those years.

    According to the World Bank's Yerevan Office's report on the recorded
    indices in Armenia, which is based on six criteria, Armenia is in a
    good situation only in two spheres.

    The recorded 60 points (a 100-point evaluation scale) of 2006 by the
    criterion on legislative-normative base, is a little progress as
    compared with 2002.

    By the criterion on efficiency of the government's activities in
    Armenia a progress is recorded in 2006 as compared with 1998, but the
    indices yielded to those of 2002.

    In 2006 much progress is recorded by the criterion on political
    stability as compared with 1998 and 2002. But we are still below 50
    points by this criterion.

    By the criterion on corruption-fight the picture is the same. Our
    country recorded a progress in this sphere as compared with the
    previous years, but we have only 35 points here.

    By another criterion on the supremacy of the law, a regress was
    recorded during the above-mentioned three years and instead of 40
    points of 1998, now we have 37 points.

    A tangible regress was recorded also by the criterion on the effect of
    the viewpoint of population and state bodies' accountability, i.e. the
    participation level of the citizens in the government, freedom of
    speech and press. A progress was recorded in this sphere in 2002 as
    compared with 1998, but a regress- in 2006 as compared with 2002. Here
    we have the lowest index - 27 points.

    The World Bank does not summarize the indices and the countries are
    not classified according to the above-mentioned report. That's why we
    can't say which place Armenia takes according to the summarized
    indices.
