    "LAWS ARE EVADED IN ARMENIA AND THOSE GUILTY DO NOT SERVE PUNISHMENT,"
    REPRESENTATIVE OF "ZHARANGUTIUN" BELIEVES

    YEREVAN, JULY 20, NOYAN TAPAN. Conceptions of "law" and "right"
    will be brought to life only when the vote of confidence of people
    will really be reflected in the distribution process of MP places
    and when the atmosphere of universal unpunishment is eliminated. This
    statement was made by Armen Martirosian, a member of the "Zharangitiun"
    (Heritage) faction of the National Assembly, during his debate with
    Artsvik Minasian, a member of the NA ARF Dashnaktsutiun faction, which
    was held on July 20. According to Armen Martirosian, irrespective of
    the fact that the laws adopted in the Republic of Armenia are of not a
    middle, but of a higher level, the degree of their application is low.

    He stated that the abolition of the green space on the
    Pushkin-Yekmalian cross-road was prevented by the efforts of the
    members of the "Zharangutiun" faction three days ago. Armen Martirosian
    said that the above-mentioned territory, in essence, was placed under
    the disposal of the Hayastan All Armenian Fund before and the latter
    has sold it to natural people. This, according to Armen Martirosian, is
    a rude infringement of law, as charitable organizations are prohibited
    to conclude commercial contracts or profit seeking ones. This fact
    once again proves that laws are evaded in the country and those,
    who are guilty, go unpunished.

    Armen Minasian stated in his turn that "if the decent application
    of law was so easy, then what the judicial system would be engaged
    in." According to him, the function of courts and the Constitutional
    Court, in particular, is "to prevent or reduce not the decent
    application of law cases."
