    EX-RULING PARTY MEMBER PESSIMISTIC ABOUT AUTHORITIES' ABILITY TO SETTLE KARABAKH CONFLICT

    Gagik Minasyan, a member of finance, credit and budgeting interim
    commission of the Armenian parliament, said "Armenia's foreign policy
    arsenal has not been used up" speaking to reporters today.

    Minasyan said Armenia may freeze the negotiations unless Nagorno
    Karabakh representatives are recognized as negotiating parties. He
    also said Armenia may recognize Nagorno Karabakh Republic without
    waiting for the end of negotiations.

    Aram Manukyan, member of Pan-Armenian National Movement, disagreed
    with Minasyan saying 'there is not diplomacy in the language of
    blackmail." Manukyan said Armenia has not been taking part in the
    integration processes whereas Turk-Georgian-Azerbaijani cooperation
    and Russia's weaker role in the region "step up Azerbaijan's and cut
    down Armenia's role."

    Doubting the ability of authorities-in-power to settle Karabakh
    conflict, Manukyan asked rhetorically: " Don't you cause harm to
    Nagorno Karabakh with a criminal parliament, dram-dollar games and
    Gyumri mayor Vardanik?" Manukyan also cast doubt on Armenia's reported
    progress saying the figures are "faked."

    "Construction makes up the lion's part of the economic growth," he
    said. "You cannot Europeanize yourself and cannot settle Karabakh
    conflict," Manukyan said addressing his opponent from the Armenian
    parliament.
