    ARAM MANUKIAN: "KARABAKH PROVED FOR SECOND TIME THAT IT IS MORE DEMOCRATIC COUNTRY THAN ARMENIA"

    YEREVAN, JULY 23, NOYAN TAPAN. According to Gagik Minasian, a member
    of the parliamentarian Republican Party of Armenia (RPA) faction and
    the RPA Board, the presidential elections held in the Republic of
    Nagorno Karabakh on July 19 passed at a high level and in conformity
    with democratic standards. As he mentioned during the debate with Aram
    Manukian, a member of the Administration of the "Armenian National
    Movement" party, he has followed the elections in person and seen the
    enthusiasm with which people took part in the elections. According
    to G. Minasian, even the elderly, who have health problems, reached
    electoral districts on foot in order to perform their civil duty as
    they were sure that much depends on their votes.

    Touching upon the preliminary stage, he mentioned that irrespective
    of the fact that the struggle between the two main candidates was
    unyielding, the elections passed in a civilized way. The post-electoral
    behaviour of Masis Mayilian, the Minister of Foreign Affairs of the
    Republic of Nagorno Karabakh, particularly the way he congratulated
    Bako Sahakian, who won in the elections, according to the member of
    the Republican Board, was a natural continuation of the whole process
    of the elections.

    However, according to A. Manukian, since Masis Mayilian hurried to
    congratulate the winner before the publishing of the preliminary
    results of the elections and "was defeated with great pleasure", the
    probability of his being a henchman is not excluded. And, in general,
    according to the observation of the member of the Administration of the
    "Armenian National Movement", it is a very good fact that the Karabakh
    elections were held in a calm way, without any agitation. "It has
    already been the second time since Karabakh proved that it is a more
    democratic country than Armenia," A.

    Manukian mentioned. He also added that Arkadi Ghukasian, already the
    former President of the Republic of Nagorno Karabakh, can lead a quiet
    life in his country. The same cannot be said for Robert Kocharian,
    the RA current President, when Serge Sargsian, the RA Prime MInister,
    becomes President of the Republic of Armenia.
