SERGE SARGSYAN MAY GET TIRED OF REPUBLICAN PARTY

    Lragir, Armenia
    July 26 2007

The president of the Association of Political Scientists Hmayak
Hovanisyan stated July 26 at the National Press Club it is not serious
when the figures who got three or four percent in the parliamentary
election speak about their chance to be the common candidate of the
opposition. Hmayak Hovanisyan spoke about three: Levon Ter-Petrosyan,
Vazgen Manukyan and Arthur Baghdasaryan. He thinks Levon Ter-Petrosyan
stands a good chance, in terms of both the internal and external
situation. He says the psychological state in the country gives Levon
Ter-Petrosyan a chance to get public approval because he took a pause
and separated himself from the developments in the country which have
in fact divided the society. "Levon Ter-Petrosyan could enumerate as
an achievement of his years of office that there was no divide in
the nation that exists today. In the years of his office people in
Armenia who aspire to key roles in at least one part of the political
sphere spoke publicly about the Karabakh clan, government, etc. In
other words, there was no divide between Armenians and Karabakhis,
and Karabakh was viewed as a moral benchmark, holy for both the
opposition and the government," Hmayak Hovanisyan says.

He says considering the sweeping changes in the region, in the context
of which the Armenian presidential election should be viewed, make the
issue of nomination of Vazgen Manukyan and the others trivial. Vazgen
Manukyan is the only political figure who may avoid the state of
3-4 percent candidates, Hmayak Hovanisyan says, hinting that Vazgen
Manukyan did not take part in the parliamentary election.

On the other hand, Hmayak Hovanisyan thinks Vazgen Manukyan is
right when he says rumors about Levon Ter-Petrosyan's nomination
are circulated to strike the nomination of Vazgen Manukyan. "Vazgen
Manukyan is right when he says, and I agree. Can anyone prove that
Levon Ter-Petrosyan is likely to return to the political arena? Can
anyone prove that Levon Ter-Petrosyan is not enjoying the pleasure
of rumors about possibility to be the candidate of the opposition as
a peculiar political rehabilitation, why not also indulgence which
he gets for the heavy criticism for the faults of his government and
his inglorious resignation?" Hmayak Hovanisyan says.

Hmayak Hovanisyan says with regard to Arthur Baghdasaryan's nomination
that Baghdasaryan will at best run in the second round and get the
prize of consolation. "Just like Masis Mayilyan but in the second
round," says the political scientist. According to him, Arthur
Baghdasaryan may thereby create a chance to convert his result
and "reproduce similarly" in the next parliamentary election. "Or
perhaps get some more because Serge Sargsyan may have got tired of
the Republican Party by that time and nevertheless decide that it is
worthwhile to give more space to the Orinats Yerkir Party. At least,
Arthur Baghdasaryan does not stand a better chance than what happened
in 2003," Hmayak Hovanisyan says. He means that the best result of
the opposition was the second round. Hmayak Hovanisyan explains its
possibility by the fact that the government will not put up a single
candidate. At least, Dashnaktsutyun will put up its own candidate it
    has announced about.
