    There are no secrets about the talks for settlement of the Karabakh
    conflict, thinks Armen Aghayan, member of the Initiative for Defense
    of Liberated Territories, who participated in the discussion held by
    the Alliance Youth Initiative. According to Armen Aghayan, the
    statements about the return of territories are a game today, tomorrow
    we may face up to a challenge. Armen Aghayan says the mediators make
    substantial efforts to work towards statements which allow Armenia
    and Azerbaijan to interpret them to their publics as a favorable
    proposal. "And through this illusion the signing of a document is
    facilitated, or agreement on a stage of it," Armen Aghayan says.

    The process is dangerous for Armenia and needs to be prevented, he
    says.

    According to Armen Aghayan, if these territories are returned to
    Azerbaijan, two developments are possible. First, it may spark a war:
    either Azerbaijan will try to take Karabakh through use of force, or
    there will be people in Armenia who will oppose to the return of
    territories through use of force.

    If the use of force is a matter of future, many are now opposing with
    statements. For instance, Larissa Alaverdyan, former ombudsman of
    Armenia, who participated in the discussion. According to her, our
    diplomacy does not use the possibilities for discussing the issue in
    the legal sphere and prove that Karabakh is Armenian. The director of
    the Museum of the Genocide Haik Demoyan says in the world politics
    historiography is not a language that works. According to Haik
    Demoyan, we need not create an information background for ourselves
    that the territories are about to be returned. "Let us not create
    alarmist moods. We often succeed. We create an information
    background, a state of panic, and try to overcome this state. This
    does not mean let's be confident, let's feel free. No.

    Let's not instill defeatism in our society unintentionally
    through our vigorous steps," Haik Demoyan says.

    Academician Lenser Aghalovyan says the problem is in ourselves, not
    in the outer world. He says Armenia does not react adequately to
    Azerbaijan's diplomatic moves initiated under Aliyev Senior, who
    succeeding transforming the problem into a territorial dispute
    between Armenia and Azerbaijan. Regarding the policy on territories,
    Lenser Aghalovyan says the Armenian government's policy shows it
    is ready to return the territories. Otherwise, there is no
    explanation why the territories were plundered, were not settled, and
    become separate people's ranches, who draw immense profits.

    "On the very next day of occupying Shahumyan Azerbaijan settled
    it. 13 years have passed. What have we done? Has our country decided
    yet to keep or to return these territories? Its actions show that it
    has decided. And the decision is to return these territories. In
    fact, no point has been improved compared with the document
    circulated since Levon Ter-Petrosyan's office," Lenser
    Aghalovyan says.
