    VAHAN HOVHANNISIAN: KEY SHOULD BE FOUND BY THOSE HAVING LED PROBLEM TO DEADLOCK

    YEREVAN, JUNE 18, NOYAN TAPAN. Against statements voiced at
    international instances, the solution of Kosovo problem cannot but be a
    precedent. Vahan Hovhannisian, RA NA Vice-Speaker, ARFD Bureau member,
    expressed such opinion on June 18. In his words, another non-recognized
    states striving for independence connect the possibility of solution
    of their own problems with the issue of giving an independent status to
    Kosovo. "You cannot explain to anybody why the Albanians in Kosovo are
    allowed something, which for some reasons is forbidden to Armenians in
    Karabakh. As this is absolutely inexplicable, the case of Kosovo will
    be a precedent and will be widely used," the NA Vice-Speaker affirmed.

    Touching upon the "optimism emerging periodically" in connection with
    settlement of Nagorno Karabakh conflict, V. Hovhannisian said that its
    source is the Azerbaijani side. In NA Vice-Speaker's words, showing
    a constructive position Ilham Aliyev has to show another position
    after returning to Baku. In V. Hovhannisian's words, no progress can
    be registered in the negotiations process under such conditions,
    as the leadership of the country ready for compromises should be
    able to prepare its country's public, too. In V. Hovhannisian's
    opinion, the Armenian leadership says the same in its country as at
    the negotiations table. In this sense the Armenian public is more
    sound and more ready for a consent than the Azerbaijani one.

    In V. Hovhannisian's words, "the key should be found by those having
    led the problem to the deadlock." "Until Azerbaijan says what will be
    its part of compromises, we have nothing to speak about concessions,"
    he stated.

    Besides, in V. Hovhannisian's words, it is time to raise the question
    of Karabakh side's participation in the negotiations process. In
    NA Vice-Speaker's opinion, Armenia has already made the greatest
    concession: that is, Azerbaijan will avoid being held responsible
    for aggression under any agreement.
