    `The parties need to change their positions to register a `break' in
    the negotiation process on the Karabakh conflict settlement,' EU
    Special Representative for the South Caucasus Peter Semneby declared
    today after the meeting with NKR President Arkady Ghukasyan

    In Peter Semneby's words, the international community anticipates
    demonstration of political will from the parties, which is necessary
    for accepting the suggestions of the OSCE Minsk Group.

    `The European Union can use certain levers to promote the negotiation
    process and support the efforts of the Co-Chairs,' Peter Semneby said.

    The EU Special Representative laid special emphasis on the importance
    of establishment of an atmosphere of trust between the parties.

    NKR President Arkady Ghukasyan declared that during the negotiations
    the parties have not come to an agreement on several pivotal issues:
    conduct of a referendum, the status of Nagorno Karabakh and return of
    territories. In NKR President's words, as far as Azerbaijan continues
    demonstrating a non-constructive position, it will be difficult to
    speak about reestablishment of trust between the parties.
