    The Vanadzor office of Helsinki Civil Assembly has recorded numerous
    contraventions by campaigners.

    Parties offer money and in-kind goods to voters.

    The organization (HCA) has been following the electoral campaign
    process in the framework of the project Legal Initiative, Elections
    2007.

    The observers of the organization have recorded breaches carried by
    the Prosperous Armenia, the Republican Party of Armenia, the ARF
    Dashnaktsutyun and the United Labour Party. During a meeting the
    Republican mayor of Vanadzor Samvel Darbinyan has asked the parents
    of a kindergarten to vote for RPA.

    Aram Kocharyan, the head of Lori regional administration, at a meeting
    with the staff of a Vanadzor clinic, has propagated in favor of RPA,
    urging to vote for his party.

    According to the report, the Lori regional office for gas supplying
    works in favor of RPA as well. Each employee of the office has been
    assigned to collect 10 people's signatures and personal data.

    "Even the drivers of community routes have been assigned by route
    owners to present the passport data of 15 voters - in favor of RPA,"
    says Arthur Sakunts, the head of the HCA Vanadzor office. According to
    the report, ARF Dashnaktsutyun has been paying 7000 dram for a vote,
    and RPA - 3000 to 5000 dram.

    Observers state that when the PAP electoral headquarters in Taron
    district, Vanadzor, allotted just 5 kg of flour to each family,
    it evoked disagreements and arguments. After the argument, the
    headquarters added the volume of flour by 20 more kg to each family.

    According to the data of the HCA Vanadzor office observers, PAP
    activities are not limited to distributing flour. The party provides
    citizens with free legal advice. They have given some envelopes to
    the residents of Taron district and have written down the personal
    data of family members on documents with the seal of PAP on them.

    The report also mentions that the ULP office continues taking
    applications on social issues from citizens.

    ARFD has recruited people under legal age to distribute their posters
    and booklets in streets.

    The HCA office in Vanadzor is going to submit the registered
    contraventions with district electoral commissions.
