"THE REPUBLIC OF NAGORNO KARABAKH IS ARMENIA, BUT NOT THE REPUBLIC OF ARMENIA"

As they talk continuously about returning of Azerbaijanis to their
previous residencies, they also should speak of Armenians' return
to Baku, Kirovabad and Shahumian. Touching upon the announcements
of OSCE Minsk group co-chairmen, that the refugees should not be
sorted by their ethnicity, and an opportunity of returning home
should be granted to each refugee, the NKR President Adviser, NKR
former Foreign Minister Arman Melikian mentioned that it was first
time that the co-chairmen made that kind of announcements. "The issue
of the refugees cannot be solved without the issue of the Armenian
refugees. If the Armenian refugees don't want to return to Azerbaijan,
in that case, we must think what their new country will be.
>From this viewpoint the liberated regions are the best place for this
purpose", thinks NKR ex Foreign Minister.
Melikian hasn't an idea "when the Republic of Nagorno Karabakh
may become the member of Minsk group negotiations". The co-chairmen
announced it was not their fault that Nagorno Karabakh was left aside
of the negotiation process. In spite of this, NKR President Adviser
considers that the co-chairmen also have their part of fault in it,
if they have decided something in prejudice of one side.
"Anyhow, the NKR President represents the Republic of Nagorno
Karabakh. There was a situation, when the Republic of Nagorno Karabakh
was left aside of the negotiation process and the Minsk group process
changed into a negotiation model of Azerbaijani-Armenian presidents and
ministers, which is difficult to call the Minsk group model. This false
model will change into a real one, when Karabakh takes part in it".
According to Arman Melikian, as far as Nagorno Karabakh is not
a member of negotiation process, Armenia will be presented as an
"aggressor" state.
In reply to the changes of the sentence "Armenia captured Nagorno
Karabakh" in USA Department of State report, Arman Melikian said that
the reports and announcements of USA Department of State frequently
contradict one another.
The mistake of the Republic of Armenia is that the latter doesn't
actively show the international societies that the Republic of Nagorno
Karabakh is not a part of the Republic of Armenia. "The Republic
of Nagorno Karabakh is Armenia, but not the Republic of Armenia",
mentioned Arman Melikian.
