    POLICE SOURCES CLAIM THAT "NOY" PRODUCED BY PLANT OWNED BY DEPUTY KHACHATUR SUKIASIAN IS NOT SPRING WATER BUT CHLORINATED TAP ONE

    YEREVAN, NOVEMBER 16, NOYAN TAPAN. The investigation is continuing
    into the criminal case opened based on Article 205 of the RA Criminal
    Code in connection with the facts of tax, customs and other compulsory
    payment evasion at the Noy water and the Bjni mineral water plants
    owned by Khachatur Sukiasian, RA National Assembly deputy. In political
    and economic circles, the checkings done at a number of companies
    owned by the Sukiasians are connected with Khachatur Sukiasian's
    statements about his support of the first Armenian president Levon
    Ter-Petrosian. The November 15 program of the RA Police "02" series
    addressed this criminal case.

    The official police source claims that in reality not all consignments
    delivered to shops and food facilities have invoices, and only the
    quantity registered in account books has been registered in the
    delivery books.

    According to the calculations made in rough registers of 3
    driver-forwarders, these persons actually sold finished commodities of
    about 166 million drams in 2007 but sales registered in the delivery
    books amounted to only 25 million drams in the indicated period, while
    the difference of 141 million drams was concealed from accounting
    and taxation.

    In fact, Bjmi Mineral Waters CJSC registered no more than 15%
    of sales in the account books. With the aim of double checking
    and substantiating this fact, law enforcers made selctive raids
    on the trade points and food facilities serviced by the three
    driver-forwarders who kept rough registers.

    As a result, it was revealed that in 2007 they sold "Bjni" and "Noy"
    waters of about 99 million drams which was not registered in account
    books. In their explanations, 7 driver-forwarders noted that they did
    not mainly make records in the delivery books: this work was done by
    the accountant of the base. In rare cases when records in the delivery
    books were made by driver-forwarders, only information provided by
    the same accountant about the delivery quantities of the commodities
    was registered. At the end of a day, driver-forwarders used to hand
    the sum charged for commodity delivery to the accountant of the base
    who made respective records in a register.

    During the material preparation, according to "02", "some other
    interesting details became known": it is indicated on the label that
    "Noy" is bottled from the Alapars natural source, whereas in relaity
    it was filled with chlorinated water from the water supply network
    of the city of Charentsavan.

    It has been substantiated that in order to conceal the real amount of
    production sales, the same amount of water supply and water sewerage
    - 97.2 thousand cubic meters a year - is given in the agreement on
    water supply and sewerage signed between the Bjni Mineral Waters Plant
    and ArmWaterCanal until April 1, 2002. According to the documents,
    225,503 cubic meters of water was supplied to Bjni Mineral Waters CJSC
    in 2004-2007. In the same period, according to data of WaterCanal CJSC,
    the amount of water sewerage from the plant made 225,503 cuic meters,
    that is, the whole amount of water supplied was removed through
    the plant's sewerage system. "If this fact corresponds to reality,
    a question arises: what was filled into "Noy" bottles and what did
    purchasers of "Noy" drink for years?" During an examination of the
    conveyer for production of plastic bottles (which was installed
    in 2005), it was registered that from the start of the conveyer's
    operation in 2005 to November 5, 2007, about 11 million batches
    of plastic bottles were produced, with each batch containing 6 or
    12 bottles of various capacity. It is clear that bottles were not
    filled with the water removed through the sewerage system. It has
    been substantiated that 24-hour water chlorination in the amount
    of 0.5 miligrams is done at the Alapars pumping station of the
    Charentsavan section of ArmWaterCanal CJSC's North-West Territorial
    Branch, after which chlorinated water is supplied to Bjni Mineral
    Waters Plant CJSC. According to police, there is well-grounded
    suspicion that not only "Noy" water but also "Bjni" mineral water
    has been chlorinated. Their samples have been sent to the respective
    units of the RA ministry of health and the RA ministry of trade and
    economic development, and experts conclusions will be received in
    the near future.

    "02" also made a reasoning about a detail related to the plant's
    superprofits: Bjni Mineral Waters Plant paid 115 drams for a cubic
    meter, i.e. 1,000 liters of water, while a 1.5-liter bottle of
    "Noy" was given to shops for 155 drams and a 0.5-liter bottle - for
    115 drams. "Even if you take into account that the cost price of a
    plastic bottle, transportation and other costs amount to huge sums,
    the sale price of 1 liter of "Noy" exceeds its cost price several
    hundred times," was stated during the program "02". It was also
    announced that new information about the investigation of this case
    will be provided during next programs.
