LEADER OF HERITAGE PARTY RAFFI HOVANNISIAN APPLIES TO PASSPORT-VISA SERVICE OF POLICE FOR A CERTIFICATE ON HIS ARMENIAN CITIZENSHIP

ArmInfo. Leader of the oppositional Heritage Party Raffi Hovannisian
applied to the passport-visa service of the Police for a certificate
on his Armenian citizenship and permanent residence in Armenia over the
past 10 years, required for registration of presidential candidates.
ArmInfo correspondent was told by a source in the Heritage Party
that this step is explained by the desire to go through all possible
procedures to register its leader as a presidential candidate.
To recall, both former and present authorities of Armenia had granted
no Armenian citizenship to R.Hovannisian, a citizen of the United
States and the first foreign minister of independent Armenia, for a
long time. R.Hovannisian acquired Armenian citizenship only in 2001.
However, according to the Electoral Code, he is be a permanent
resident of Armenia over the past 10 years and a citizen of Armenia
during this period.
Last week the Board of the Heritage Party applied to Armenian
President Robert Kocharyan to acknowledge R.Hovannisian's citizenship
behindhand, i.e. from the moment of his first application in 1991,
but the president rejected his request.
