    The apartments in the building on Azatamartikneri Street in Stepanakert
    now under construction will be provided to the families of killed
    soldiers. For the families of killed soldiers living in rural areas
    the government will buy houses or place grants for construction
    of houses, President Bako Sahakyan said in the first meeting of
    government yesterday.

    The head of state said in his address to the new government that
    in appointments to government posts he took into consideration the
    proficiency and organizational skills of the nominees, as well as their
    personal traits. He proposed a new style of work to the government,
    and said the activities of the government will be under constant
    supervision. Bako Sahakyan said the reason for failure in the past was
    "default and lack of honesty before people."

    >From now on the government should focus on man with their problems.

    Among the priorities of the government the president pointed to social
    and economic relief, improvement of the demography, assistance to
    young families, as well as review of the program of resettlement.

    Besides, a new approach to the development of small businesses and
    Artsakh-Diaspora relations was worked out.

    Prime Minister Ara Harutiunyan said the budget for the year 2008 is now
    under consideration. The main indices are already known. In particular,
    the budget expenses will total 43 billion drams. The minimum monthly
    wage will rise from 20 thousand to 25 thousand drams.

    The monthly wage of teachers will rise by 19.4 percent to 71 thousand
    drams. The monthly wage of workers of the health sector will rise by
    25 percent and the basic salary of civil servants will rise from 35
    thousand to 40 thousand drams.

    The basic pension will rise from 4250 to 6800 drams, plus 395 drams
    per year of service instead of the former 230 drams. The average
    pension will total 23 thousand drams.

    Benefits to mothers of newborn babies will rise twice and reach 70
    thousand drams. More funds will be allocated for mortgage lending.
