    Azerbaijan Should Take Out Armenia from Economic Blockade; Party Leader


    Azeirbaijan, Baku / corr Trend S.Ilhamgizi / Azerbaijan should open
    the border with Armenia and establish economical and diplomatic ties
    with this country, Mais Gulaliyev, the chairman of Greens Party of
    Azerbaijan said.

    Accorgimg to Gulaliev, the party has carried out geopolitical
    researches over the region and prepared proposals on the resolution
    of the Armenian-Azerbaijani conflict over Nagorno-Karabakh. The issue
    will be discussed at a roundtable on 11 September. The party's
    position on the settlement of the Nagorno-Karabakh conflict will be
    announed at the meeting.

    Gulaliev said on 1 September, that a package of proposals basically
    stipulate economical, public-political ways to solution to the
    Nagorno-Karabakh conflict. The document analyzes the Azerbaijani
    economy and oil revenues of the country. Moreover, the analysis of
    the positions and interests of international financial institutes,
    foreign countries, and international organizations on the
    Nagorno-Karabakh conflict was included in the proposals.

    The chairman of the Greens Party ruled out the armed solution to the
    conflict. It is unreal and can benefit only the Azerbaijani
    opposition desiring replacement in power. `The opposition understands
    it cannot come to power through elections in the near future. Forces,
    desiring accession to power take every effort to make the Government
    use armed interference and achieve replacement in the Government in
    this way. In case war is broken out, the international organizations
    will take every effort to replace the state power, even if NATO
    forces will strike blows on Azerbaijan without delay,' the party
    leader said.

    The Karabakh problem should be resolved only in a peaceable way,
    which passes through the fulfillment of all commitments by
    Azerbaijan. `We described the Government's commitments to the
    Azerbaijani people, opposition, non-governmental organizations and
    international organizations in a package of proposals. After the
    fulfillment of all obligations and consolidation of Azerbaijani
    economy Azerbaijan should take out Armenian from the economic
    blockade and put this country under its economic dependence,' he
    said.


    The conflict between the two countries of South Caucasus began in
    1988 due to territorial claims by Armenia against Azerbaijan. Armenia
    has occupied 20% of the Azerbaijani land including the
    Nagorno-Karabakh region and its seven surrounding Districts. Since
    1992, these territories have been under the occupation of the
    Armenian Forces. In 1994, Azerbaijan and Armenia signed a ceasefire
    agreement at which time the active hostilities ended. The Co-chairs
    of the OSCE Minsk Group ( Russia, France and USA) are currently
    holding peaceful negotiations.
