A calling session of the NKR NA

On September 14th, a calling session of the NKR National Assembly of
the NKR 4th convening took place led by the Speaker of NA Ashot
Ghoulian. Opening the session, the Speaker of the Parliament pointed,
that after the presidential elections of July 19th,2007, according to
the Constitution, the formation of the executive power of the country
is done by a new legal basis - by participation of the legislative
body, and one of the first steps of that process was the present
calling session. The Speaker of NA in that regard reminded, that on
September 10th ,the letter of the president had been penetrated into
the Parliament, in which the president of the country, assuming as a
basis the 1.1 point of the 1st part of the clause 100 of the NKR
Constitution, presented the candidature of Arayik Haroutyunian for
appointing in the post of the Prime Minister, on purpose of getting
National Assembly's consent. At the session the candidature of the
Prime Minister Arayik Haroutyunian performed with basic adress,
representing the directions and problems of his activity. About the
proposed candidature of the head of the Government, the viewpoints of
deputy groups were positive. Ending the stage of the discussion of the
agenda question, then the Parliament, according to the claims of the
time-limit, carried a secret vote, about which the chairman of the
temporary counting commission of NA, deputy Garik Grigorian performed
with corresponding explanations. The vote took place during the
interruption announced for that purpose, after which the chairman of
the temporary counting mission announced the results, according to
which all the 32 present deputies at the session voted for the
candidature of Arayik Haroutyunian. Assuming as a basis the results of
the vote, the National Assembly passed a resolution about giving
consent for appointing the candidature of A. Haroutyunian in the post
of the NKR Prime Minister. Congratulating the colleague in connection
with getting the Parliament's consent, the Speaker of NA wished him
good luck in a new sphere of the activity and assured, in the
forthcoming the legislative-executive collaboration will get more
structural character. In his turn, Arayik Haroutyunian expressed his
appreciation to the colleagues for the trust and assured he would aim
certainly to justify it. He informed at the same time, that after
being signed the corresponding decree by the NKR President, he would
make a request for resigning his deputy commission. Thus, the calling
special session of the National Assembly of the NKR 4th convening
