Armenia's 2012 budget has no post-crisis "safety cushions," Armen
Martirosyan, a member of the Heritage parliamentary group, told
journalists in Yerevan, Nov. 8.
The government put forward "sensational proposals", namely, one
concerning the collection of an additional AMD 101bn as taxes. "Given
the price rise and economic growth, it can be expected. It does not
require much courage. No doubt, however, that shadow will retain its
positions," Martirosyan said.
The government plans to introduce a new, "progressive" tax, luxury
tax. "This readiness for a progressive tax can only be welcomed.
Developed countries introduced this tax long ago. However, it is only
a half-measure - this luxury tax will be imposed on luxury cars,
but not on luxury homes. So it must be done to a full measure -
this tax should apply to buildings as well," Martirosyan said.
Indirect taxes are to constitute more than 50% of 2012 budget
revenues. "This means that all of us are going to pay indirect taxes
from our pockets, not from our incomes," he said.
Although the government defines the 2012 budget as a budget of
stabilization and development, price rise and low wages are not at
all signs of stability.
"This budget is not even a survival budget. I do not consider it a
socially-oriented budget," Martirosyan said.
