    PRESIDENT: ARMENIA'S RURAL COMMUNITIES ABANDON DEBT ACCUMULATION TRADITION

    YEREVAN, October 11. /ARKA/. In recent years, Armenia's rural
    communities abandoned debt accumulation tradition, Armenian President
    Serzh Sargsyan said Monday at rural communities' first forum in Jermuk,
    one of Armenia's resorts.

    He said that yet four or five year ago communities were accumulating
    debts and the authorities had to repay them with three-or-four-year
    delay.

    "I am convinced that this was dissipation of financial resources,"
    he said. "But we have manage to put things right, and I express my
    gratitude to provincial governors, heads of villages, the territorial
    administration ministry and, of course, to the vice premier."

    "AMD 20 billion was allocated from Armenia's budget this year for
    solving pressing problems, which have always been and will be in our
    communities," Sargsyan said.

    He said that beneficiaries of infrastructure-improving programs are
    347 rural communities.

    He also said further efforts should be concentrated on enhancement
    of local self-governing institutions' responsibility.
