ArmInfo. Within the last 9 days Levon Ter-Petrosyan and his
surroundings had spread hatred, disseminated false information and
called traitors those who did not join them, Speaker of the Armenian
Parliament Tigran Torosyan said at the extraordinary ad hoc meeting
of the Armenian National Assembly.

Armenian NA press-service disseminated the text of the speaker's
speech.

Thus, the statement says, in particular, that the ad hoc meeting
made a decision not to broadcast the meeting by radio. A member of
the Republican Party of Armenia Mkrtich Minasyan said his faction
welcomes the presidential decree to impose a state of emergency in
the country. The parliamentarian urged his colleagues to unite to
overcome the situation. Some parliamentarians cast doubts on the
presidential decree. As a result, Tigran Torosyan come out with a
speech. , T. Torosyan said. He mentioned that Parliamentarians were
beaten up in the parliamentary sitting hall on 26 September 1996. ,
the speaker said. And what will you tell him? Why anyone did not ask
him within these 9 days why he disseminates hatred, slander and revenge
among the people and endangers their lives? Some one prepared all
those rods and wooden batons and distributed them to the protesters,
didn't he? All this shows that we failed to establish democracy in the
country, the speaker said. Liberty Square or maybe all those batons,
explosives and weapons occurred there by accident? How can you say
that the organizers of these rallies were unaware of weapons? Thinking
so would mean dissembling.

If we want honesty and sincerity, we must tell our people
of everything>, the speaker said. leader? That man (Levon
Ter-Petrosyan-ed.) said he will stop all this if the other does not
run for president. This means that he does not care for anything,
our country and people. He said he is an instrument, but he has
turned our people into his instrument. Moreover, he has not suffered
from all this at all! Nevertheless, there are people who still make
provocations. Being aware of all this and seeing how your oppositionist
colleagues are insulted for not sharing their opinions, you remained
indifferent. Such indifference to kindling hatred has led those people
to what we have seen>, T. Torosyan said. , the speaker said.

Approximately at 6:00am, the parliament unanimously ratified the
presidential decree to impose a 20-day state of emergency in the
country.
