    WILL THE PEOPLE OF KARABAKH ACCEPT THE CURRENT OPTION?

    "I came in touch with the government of Karabakh, the people of
    Karabakh, I believe the people of Karabakh would not accept what
    Levon Ter-Petrosyan was up for with regard to the settlement of
    the Karabakh conflict and what might have been the reason for his
    resignation," stated the Armenian foreign minister Vardan Oskanyan
    in a news conference on January 9.

    He said the option of resolution to which Levon Ter-Petrosyan
    agreed and the option the Armenian government is now negotiating are
    essentially different. "I don't want to say one is good and the other
    is bad, but they are essentially different," Vardan Oskanyan told
    reporters, noting that the Armenian government negotiates a package
    solution based on the right of Karabakh for self-determination.

    As to the statements on the territorial integrity of Azerbaijan,
    Vardan Oskanyan says they should be viewed in two contexts. "One is
    the adjacent territories around Karabakh, the other is whether the
    territorial integrity is mentioned as a way of resolution or fixing
    some moment," Vardan Oskanyan says, noting that both contexts should
    be taken into consideration when such statements are observed or
    analyzed. "Certainly, different ideas may be uttered at different
    parliamentary rostrums, governments, for one political purposes, or
    another different statements may be made. For us, the negotiations,
    the basic issues and the statements on the future status of Karabakh
    are primary. Independent from what everyone says, for us the right
    of the people of Karabakh for self-determination is important,"
    Vardan Oskanyan says.

    As to the new proposals of the OSCE Minsk Group offered during the
    meeting of the OSCE ministers in Madrid, Vardan Oskanyan says Armenia
    has a lot to say in this connection, but declined to say whether
    Armenia's stance is positive or negative. Armenia will express its
    stance during the regional visit of the co-chairs in January. Vardan
    Oskanyan declined to mention the exact date of the visit, noting
    that the preliminary date of the visit on January 14 and 15 is not
    convenient for Armenia and they will let the co-chairs know.
