    Y EREVAN, SEPTEMBER 4, NOYAN TAPAN. If Abdullah Gul visits Armenia only
    for agitation purposes, it will change no atmosphere: Turkey should
    first of all manifest a political will and reconsider its policy of 17
    years towards Armenia. Kiro Manoyan, a Responsible Person for ARFD
    Bureau Political Issues and the Armenian Cause (Hay Dat) Office, stated
    at the September 4 press conference. According to him, Turkey has
    always refused to establish diplomatic relations with Armenia, has
    spoken with "preconditions and ultimatums," and unless that position is
    changed, Turkish President's visit will give no result.

    In K. Manoyan's opinion, it is improbable that Turkish President's
    visit to Armenia will not take place. According to him, giving consent
    two days before the visit was already a diplomatic violation, though
    the delay of that decision was also connected with domestic concerns,
    as well as with the atmosphere formed in Azerbaijan and providing
    security. In response to the question of what this visit will give to
    Turkey, K. Manoyan said that Turkey's leadership is inclined to change
    something, otherwise this visit will be a wrong calculation.

    Touching upon the actions to be initiated by ARFD on the day of A.
    Gul's visit, K. Manoyan said "If we can organize actions of protest
    against the President in our state, so we can also hold an action of
    protest against the guest invited by the President, within the accepted
    norms. We should not forget that this is the first time in history when
    the President of the Republic of Turkey visits Armenia, and we should
    remind to A. Gul that this visit does not mean anything yet unless the
    problems we will express through political actions are solved."
    According to K. Manoyan, the Turkish President should be well aware
    that his visit is not a ceremony, and no one is going to kneel before
    him for his "great favor."
