    "Time is ripe for having serious discussions over the nations' right
    to self-determination.

    We are far from the idea that any claim for self-determination should
    be satisfied through secessions. But I also see that more often
    than not this becomes the key to the settlement of the existing
    conflicts. And nonetheless, when the people reach the stage of
    exercising this inseparable right of theirs, all unanimously begin
    to consider the given case as an 'exception'.

    Of course, any secession required for exercising the right to
    self-determination in an effective and stable manner should be based
    upon the agreement of all the parties involved. That's why we are
    continuing the active talks with Azerbaijan in an effort to achieve
    that country's recognition of the Nagorno Karabakh Republic, which
    has lived in the status of a de facto independent state for almost
    two decades," Serge Sargsyan said yesterday in the 63rd session of
    the UN General Assembly.
