    The meeting of the three presidents and signing a declaration was held
    successfully as they decided to set the main task of the mediator - to
    fix that no repetition of the South Ossetian script in the resolution
    issue will occur, said chairman of the Armenian Union of Political
    Scientists Amayak Ovannisyan.

    The political scientist considers that the declaration signing
    signified the important role of Russia as a mediator in the conflict
    resolution. He noted that Moscow's initiative did not opposed the
    Russian purpose to the other co-chairs of the Minsk Group on the
    resolution of the Karabakh conflict.

    "Nevertheless the Russian side hinted that it has historical experience
    of interaction with the South Caucasus states, which enables it to
    play a role of principal violin in the Minsk Group format", said he.

    The political scientist noted that the task of the resolution of the
    conflict by political methods, which was fixed in the declaration is
    a basis of the Moscow initiative.

    "Thus was fixed the political will of the parties to adhere to only
    peaceful ways of the resolution of the Karabakh conflict and the line
    of a political dialogue avoiding any forced methods", said he.

    Ovannisyan noted that the parties, that signed the declaration,
    adhered to their own interests while signing the document.

    According to the political scientist, for Azerbaijan the agreement
    signing was a means to fix its decision to avoid the repetition of
    the South Ossetian events.

    Ovannisyan noted that Armenia in turn always strives for establishment
    of security and stability in the region.

    "Russia has chosen the main problem - strengthening of stability
    and security in the region for overcoming the implications of the
    situation, established around the Georgian-Ossetian conflict and
    guarantees of its non-repetition in this issue", noted the political
    scientist.

    He said it was logical that this was Russia that proposed this
    initiative as it offered the same in the case of Abkhazia and South
    Ossetia both before the deterioration of the situation in the region
    and after hostilities in the South Ossetia.

    The political scientist noted that the declaration does not
    envision any territorial concessions, return of Nagorno Karabakh
    to Azerbaijan. It just fixes the intention to continue peaceful
    talks, saying that the very fact of agreement raises concerns of
    most analysts.

    "These concerns are connected not with the declaration or statements
    of the presidents but with possible acceleration of the process on
    the background of tough position of Baku, based on the principle
    of territorial integrity and violation of the rights of nations for
    self-determination", said he.

    Speaking of the point which fixes the Madrid agreements between Armenia
    and Azerbaijan, Ovannisyan said the publics of the two countries are
    not familiar with them yet.

    "No games are permitted with the fates of the people", said he and
    added that regardless of the decisions of the countries' leaders,
    everything must base on the will of their peoples.
