    IT'S NOT EASY TO ARREST AND RELEASE THE MOVEMENT LEADER

    President of the Helsinki Association Mikayel Danielyan had this to
    say by following-up on the investigation of the March 1 events:

    "They are trying to throw the blame for the 10 murders on the political
    prisoners that are part of the Case of the Seven. That is absurd. They
    are trying to bring in the evaluations and desires of the authorities
    and that is unacceptable for a normal lawyer," he said.

    The lawyer is sure that the preliminary investigation body is going to
    do what the authorities say, that is, throw the blame of the murders
    of March 1 on the political prisoners, and blame them for a state
    appropriation attempt and organizing mass disorder.

    The lawyer finds it strange that the leaders of the pan-Armenian
    movement are not included in the cases.

    What is holding the authorities back from engaging the pan-Armenian
    movement leaders in the cases? In response to the question of "A1+",
    the lawyer replied:

    "The authorities are afraid of the movement leaders. It is not by
    chance that there are no calls for state appropriation in Levon
    Ter-Petrosyan's speeches. The reason is that the authorities are
    afraid of Ter-Petrosyan and the international organizations. It's
    not easy to arrest and release the leader of the movement."

    The lawyer finds that the authorities would try to engage the
    pan-Armenian movement leaders in the case if they had the necessary
    forces. According to Mikayel Danielyan, the RA authorities don't
    realize how serious the consequences of human rights violations are
    because they are only concerned about one thing:

    "The only thing on their minds today is the signing of the
    Nagorno-Karabakh conflict settlement documents. Regardless of who
    is forcing Serzh Sarkisyan to sign something, he is only concerned
    about securing his legitimacy with the signing of that document,
    but there will come a time when the authorities will be forced to
    refer to the human rights violations and be brought to justice."

    The Helsinki Association is currently monitoring the trials of
    the March 1 case and must hand-in the report under preparation to a
    number of international organizations. Danielyan is certain that after
    his visit to Armenia CE Human Rights Commissioner Thomas Hammerberg
    will give harder evaluations on human rights violations in Armenia,
    particularly the arrests and the trials for the March 1 events.

    What do you mean by hard evaluations? In response to that, Mikayel
    Danielyan told "A1+" that the Council of Europe must apply sanctions
    against Armenia. The RA authorities must present their activities
    during the PACE January session.

    "I am certain that our authorities are not doing anything."

    As far as those who think that Mikayel Danielyan is against our
    country with his evaluations and statements, Danielyan said: "If I had
    no love for my country, I would go to any other country and receive
    refuge immediately. Unlike these authorities, I love the Republic of
    Armenia and the people living in this country and I want our country
    to really be democratic and to not have human rights violated."
