    information regarding the issue of regulating the peace process. In
    addition, William Spenser, a PR specialist acting in the interests of
    Nagorno-Karabakh, received an unspecified sum from Vardan Barseghyan,
    the Standing Representative of Nagorno-Karabakh Republic to the USA,
