Question: Mr. Qocharyan, the Azerbaijani side raises statements
according to which the issue of refugees is a key question in the
negotiations on the settlement of Artsakh (Nagorno Karabakh)
issue. What can you say about the accuracy of that information?
Answer: Such statements distort and contradict both the essence of the
issue and the content of the negotiation process. The settlement of
Artsakh (Nagorno Karabakh) issue is based on the realization of
Nagorno Karabakh peoples' right to self-determination.
