    What God does, does well, says the Good Soldier ?vejk. The Armenian
    foreign minister during his news conference on September 2 stated that
    one does not need to look for `a calf under an ox'. He meant that one
    does not have to look for dangers in the Armenian and Turkish
    protocols.

    Usually, the press conferences of foreign ministers are the second
    after presidents' ones from the point of their importance. In almost
    every country, it is this way, sure, if the prime minister of that
    country is not for example Putin.

    Moreover, the press conferences of foreign minister are important if
    they are connected with important external events for that country and
    may have a long lasting significance for both the home and external
    life of the country.

    But unfortunately, after the press conference of the Armenian foreign
    ministry which took place on September 2 the society will only
    remember this saying that one should not look for a calf under an
    ox. Sure. Why to look under the ox if the calf is over it and is not
    even covered for you to get confused and take it for something else.

    If the foreign minister was able to tell the Turks not to take us for
    a calf this would be wonderful, we would know, and we would be sure
    that we are neither under the ox nor over it. We come out to expect
    from the foreign minister concrete answers to concrete criticism for
    example the reason why they will discuss issues on historical level or
    the reason why it is important to stress the mutual recognition and
    inviolability of borders in case Armenia and Turkey are UN members and
    have already adopted UN relevant convention. Or do they try to find
    out from the Turkish government about their previous statements that
    the border would not be open without Nagorno-Karabakh issue
    settlement? Why are the Armenian-Turkish documents always released at
    night? Or why do the Armenian president accuse Turkey of
    non-constructiveness several hours before the release of the
    documents?

    Or maybe Edward Nalbandyan meant the senselessness of seeking for
    these answers when he recalled the popular saying `one does not need
    to look for a calf under an ox'.

    In general, this press conference maybe regarded as the wreath of
    Edward Nalbandyan's tenure of 1 year and a half. In this period the
    minister has led such an active and initiating policy that appeared at
    the press conference in an exhausted state and made a couple of
    strange statements, in particular about the Lachin corridor and the
    crisis. Then he left for Karabakh through the same Lachin corridor to
    hand the crisis to the Karabakh government.
