    WHERE WILL AGHVAN HOVSEPYAN GO?

    Political processes on these days seem to be touching upon the factor
    of the prosecutor general Aghvan Hovsepyan very slightly. It seemed
    to be sleeping for a very long period but it was also obvious not
    to be able to sleep forever because there is the factor of March
    1 which would make the prosecutor's office appear in the field of
    events. Though, interestingly, the prosecutor's office appeared in
    this "traffic" zone in connection with another issue. In other words,
    Aghvan Hovsepyan became a topic of home political discussions not
    from the point of his profession.

    The point is about what happened within the Heritage party. Aghvan
    Hovsepyan was found out to have played a role in the party for
    many years. At least, the information that the head of the Heritage
    parliamentary faction whose candidature by the way, the party wanted
    to promote as a joint candidate of the opposition for mayor, Armen
    Martirosyan was the board member of Nig-Aparan patriotic union. And
    the honorable president of Nig-Aparan union is Aghvan Hovsepyan who
    made use of this patriotic union as a support to the government of
    course proceeding from his personal political or other interests.

    Arman Martirosyan, recently, during hearings in the parliament
    criticized strictly the work of the prosecutor's office with regards to
    the March 1 case trying to disperse the accusation of having worked on
    the prosecutor general. But Aghvan Hovsepyan's name remained as the
    destroyer of the party. Can never say what rating he had among the
    public before but his happening will surely harm his reputation. But
    nevertheless, it is a fact that the outrageous reputation of the
    prosecutor general in relation with the March 1 topic was enhanced
    with the image of a destroyer of the opposition: a thing Aghvan
    Hovsepyan did not need at all.

    But he is possible to become opposition very soon. At least, Aghvan
    Hovsepyan's management subjects had very serious problems with Judicial
    Acts Compulsory Execution Service. It is difficult to say whether
    it will be an instant or permanent phenomenon. They are not excluded
    to be spices to the dish being cooked for the prosecutor general in
    connection with the March 1 issue. The point is that this case harms
    the prosecutor's office more than those who were the direct organizers
    of the March 1 slaughter. And the impression is that Aghvan Hovsepyan
    will feel the main consequence of March 1 who will lose his office
    of prosecutor general.

    At least, the propaganda basis of this fact is being preserved, a
    necessary atmosphere is formed. After all, it has been long since the
    main topic of the Armenian media is Serge Sargsyan's dissatisfaction
    of Aghvan Hovsepyan. The mode the prosecutor's dismissal will happen
    is not so important because if a political decision is taken in this
    connection, we may be sure that an optimal way of execution will
    be found. Moreover, taking into account that Serge Sargsyan has not
    finished yet the construction of his governmental pyramid after being
    elected, hence the change of prosecutor fits this logic completely.

    Everyone knows what an important role the prosecutor's office plays
    in the formation of the governmental pyramid. And moreover, from
    this point, this system failed concerning the March 1 case. But
    Aghvan Hovsepyan is doubtless to resist seriously to the attempts
    of his dismissal. And resources to resist he will find at least in
    connection with the March 1 topic on which the prosecutor will have
    much information.

    But on the other hand, everything is so connected in Armenia that
    sometimes having and not having information is the same because
    almost everyone are equally vulnerable from the point of possessing
    information and here only levers count. After all, the former
    prosecutor Gagik Jhangiryan had information on October 27 too but
    this did not hinder the government to dismiss him from his office
    and to keep him in prison for more than one year.
