WHO IS RESPONSIBLE AND WHO IS GUILTY

"Almost all the forces accepted that the commission has done its work
under big pressure and has tried to solve all the problems proposed
by the National Assembly", - told Mkrtich Minasyan the member of the
Republican Party of Armenia/RPA coming up to the report of the events
of March 1-2 and discussions concerning it.
According to M. Minasyan "though the most important problem, the
investigation of the consequences of the death is in the process, which
is not the problem of the commission but of the juridical bodies, the
commission has presented a lot of revelations in its conclusions." He
mentioned that the commission presented its own suggestions. Those
suggestions the deputy informed give an opportunity to improve our
juridical, executive and legislative system and "not to make such
mistakes during its activity".
Coming up to the revelation of the circumstances of the death
M. Minasyan stated one more time that "the commission was
not established instead of juridical system, or investigating
authorities, but was established as a part of a political body,
institute which had to study the circumstances, what had happened,
why had happened, and what is needed to be done not to have the same
situation again." According to him the political evaluation is given
in the report. There is also presented why and what has happened.
According to M. Minasyan the political forces should realize that
the responsibility of the occurred circumstances is not only on
the "political forces that have the acting power, but also on the
forces that organized those meetings and sowed hostility among the
people, after which that tragedy happened". He also mentioned that
"the political forces should do everything possible to prevent of
happening of such unnatural things in the country."
"I do agree that both the authority and the opposition are guilty,
but the main part of the responsibility is on the authority and the
guilt on the opposition", - stressed M. Minasyan concluding his speech.
