    Kiro Manoyan submits protocols' threat

    `Our actions are aimed at introducing the society with protocols'
    threats,' said Kiro Manoyan, Head of the ARF Dashnaktsutyun office of
    `Hay Dat' and Political Affairs.

    `Both the process and the documents themselves satisfy the Turkey's
    preconditions given to Armenia since 1991.'

    `One of the threats is that Armenia has to proclaim no territorial
    pretensions to Turkey,' said the politician. And the second treat is
    Armenia's refusal of international policy of Armenian Genocide
    recognition. In evidence Mr. Manoyan voiced the creation of committee
    of `historians and not experts' for studying all Genocide's
    circumstances and facts.

    `In fact, Turkey will use issue of Genocide to thwart its recognition,
    saying to other countries: we are settling this problem with Armenia,
    and it would be nice you didn't interfere.'

    The third precondition is, on Mr. Manoyan's opinion, settlement of
    Karabakh issue in Azerbaijan's interests. He noted that although the
    protocols didn't contain anything about that, the process itself
    submits it.

    `Turkey's authorities always repeat that until Karabakh problem is
    resolved, Armenian-Turkish ties will not be established and the
    blockade will not be lifted.'

    Kiro Manoyan said he didn't exclude the possibility of protocols'
    signing.

    `Anyway that doesn't mean that everything fixed in protocols will be
    implemented. Although Armenia's and Turkey's law doesn't require
    ratification, Turkey managed to convey that the protocols must be
    approved by Parliaments of the two countries. This makes us think that
    Turkey is able to stretch negotiations until Karabakh issue
    settlement, thus we will satisfy its third precondition.'
